BART's Office of Civil Rights is seeking an experienced civil rights analyst with a strong background in Equal Employment Opportunity, Title VI and Title VII compliance, or experience in analyzing, interpreting, and applying other complex state and federal laws, regulations, and policies. The incumbent will conduct lead analytical work, including but not limited to data gathering and analysis, report drafting with recommended courses of action, survey studies and outreach, under the guidepost of guide professional staff, advise department leadership, and ensure District compliance with federal and state civil rights requirements across BART’s major programs. The analyst will conduct work and assist with complex fare, service, and Title VI analyses; develop datasets and tools to evaluate equity impacts; prepare written assessments; and coordinate with internal partners to implement policy updates and maintain federal/state compliance. The role also manages language access services, oversees translation and interpretation needs, and supports public participation efforts by designing surveys, gathering community input, and executing outreach activities. Additional responsibilities include conducting Title VI and Title VII complaint investigations, representing the unit in meetings with internal and external stakeholders, supporting advisory committee operations, and providing essential administrative support in areas such as procurement, invoice processing, scheduling, and responding to inquiries.
