About The Position

Metrolinx’s GO Expansion program is delivering more GO service across the network, including the capacity to deliver two-way service every 15 minutes or better on core routes. Work is already underway on new track, station renovations and infrastructure upgrades on parts of the Lakeshore, Stouffville, Kitchener and Barrie lines. The investment will generate thousands of new jobs and economic opportunities across the region. The ONxpress Civil Joint Venture is comprised of Aecon Infrastructure Management Inc. and FCC Canada Ltd. This multidisciplinary team leads the delivery of civil and track works, leveraging global expertise to introduce innovative solutions across the GO Transit network. The Senior Information Management Specialist provides strategic leadership for information governance across a portfolio of large‑scale, complex rail infrastructure projects delivered under an Alliance model. This role is accountable for establishing, embedding, and continuously improving enterprise‑level information management frameworks that enable secure, compliant, and efficient collaboration across Owners, Alliance Partners, Designers, Contractors, and Subcontractors. The role leads portfolio‑wide coordination, stakeholder alignment, and system integration to ensure information management practices consistently support project delivery outcomes, commercial obligations, and long‑term asset value.

Requirements

  • Bachelor's degree in information management, Engineering, Construction Management, or related discipline.
  • 5-7+ years of progressive experience in information management, document management, or digital project delivery within large infrastructure, major capital works, or P3/Alliance environments.
  • Demonstrated leadership in implementing ISO 19650‑aligned frameworks across complex, multi‑stakeholder projects.
  • Advanced proficiency with CDE platforms such as Aconex, Autodesk Construction Cloud (ACC), and SharePoint.
  • Strong advisory capability with the confidence to influence senior stakeholders and project leadership.
  • Exceptional communication, facilitation, and stakeholder management skills, with a strategic and solutions‑focused mindset.

Nice To Haves

  • Experience with FME, advanced Excel, or data analytics tools is a strong asset.

Responsibilities

  • Lead the development, implementation, and evolution of information management frameworks aligned with ISO 19650, contractual requirements, and alliance governance models.
  • Interpret contractual and regulatory obligations and translate them into practical, scalable information governance processes across multiple projects and phases.
  • Provide senior oversight of data security, confidentiality, records management, and retention policies, ensuring assured compliance across all digital environments.
  • Administrate and contribute to configuration of the portfolio‑level strategy for Common Data Environments (Aconex, Autodesk Construction Cloud, SharePoint), ensuring consistency while accommodating project‑specific needs.
  • Enforce standards for system configuration, user roles, permissions, workflows, and lifecycle transitions (design, construction, commissioning, handover).
  • Lead CDE onboarding and change management for new alliance partners or project phases.
  • Act as an escalation point for complex platform, integration, or governance issues.
  • Contribute to and continuously improve document and data governance models, including metadata schemas, naming conventions, version control rules, and transmittal frameworks.
  • Provide oversight of portfolio‑wide workflows (RFIs, submittals, design deliverables, technical queries), ensuring traceability, accountability, and alignment with contractual requirements.
  • Drive consistency and quality across projects while enabling effective local execution.
  • Serve as a point of contact for information management across project teams, alliance partners, technology vendors, and client representatives.
  • Facilitate alignment between diverse stakeholder requirements, resolving conflicts and ensuring shared understanding of governance expectations.
  • Lead training, knowledge transfer, and capability uplift initiatives for project teams and partners.
  • Contribute to alliance forums, audits, and governance reviews as a subject‑matter expert.
  • Establish and deliver portfolio‑level dashboards and reporting to provide visibility of compliance, performance, data quality, and information risk.
  • Leverage analytics to identify trends, systemic issues, and opportunities for efficiency or digital innovation.
  • Champion continuous improvement initiatives, including automation, data integration, and improved information flows across systems and disciplines.
