About The Position

We have an opening for a Senior Records & Information Management Specialist / Records & Information Management Lead to support Laboratory-wide records and information management and Scientific and Technical Information (STI) Review and Release operations. In this role you will help ensure that the Laboratory’s electronic and physical records—and the scientific, technical, programmatic, and proprietary information produced in support of the national security mission—are captured, protected, discoverable, retained, and disposed of in a compliant and efficient way. You will contribute to and/or lead improvements that strengthen end-to-end lifecycle management (creation/receipt through retention and disposition), enable digitization at scale with strong metadata quality, and support timely, secure release of DOE-funded research through required STI Review and Release workflows. This position works in close partnership with researchers and program organizations, Classification, Security, Export Control, Cybersecurity, Legal, Information Technology, Procurement, Records Liaison Officers, and executive leadership. The work requires strong judgment and discretion, a customer-focused consulting approach, and the ability to translate policy and regulatory requirements into practical processes and tools. Work is aligned with DOE O 243.1 (Records Management) and DOE O 241.1C (Scientific and Technical Information Management), as implemented through Laboratory procedures. This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. This position will be filled at either level depending on qualifications and experience. Additional responsibilities apply at the higher level.

Requirements

  • Current DOE Q-level clearance and U.S. citizenship required.
  • Bachelor’s degree in Information Science, Records and Information Management, Information Systems/Management, Business Administration, Public Administration, a STEM field, or a related discipline, or an equivalent combination of education and related experience.
  • Typically 5+ years of progressively responsible experience in records and information management, information governance, compliance operations, and/or STI Review and Release in a regulated environment.
  • Demonstrated experience applying records and information management principles, best practices, and regulatory requirements in a regulated environment, including electronic recordkeeping and digitization.
  • Experience planning or executing digitization workflows, including quality control, indexing, metadata application, conversion tracking, and transfer to an electronic recordkeeping repository.
  • Experience developing and delivering training, documentation, procedures, job aids, and customer guidance, supported by strong written and verbal communication skills.
  • Experience managing and analyzing tracking databases and using business tools to produce metrics, trends, and reports.
  • Demonstrated ability to manage sensitive information with discretion, apply sound judgment, and coordinate multiple priorities and stakeholders in a service-oriented environment.
  • Typically 8+ years of progressively responsible experience in records and information management, information governance, compliance operations, and/or STI Review and Release in a regulated environment.
  • Demonstrated leadership experience directing work across a diverse group of exempt and non-exempt staff and/or leading cross-functional programs with comparable scope and impact.
  • Extensive knowledge and experience with specialized records and information management concepts and practices (for example: retention schedules, disposition planning, digitization governance, electronic records controls, and digital asset/content management).
  • Demonstrated experience establishing standards, driving consistent policy implementation, and resolving complex, cross-organizational issues.
  • Work experience applying DOE O 243.1 requirements to records and information management and applying DOE O 241.1C requirements to STI Review and Release management.
  • Experience leading improvements using performance metrics, dashboards, and corrective action management.

Nice To Haves

  • Advanced degree in a relevant field such as Library and Information Science, and/or professional certification or advanced training in records and information management, information governance, or project/process improvement.
  • Direct experience implementing or overseeing compliance with DOE and federal records and STI requirements, including coordination of STI submission and release with OSTI, or in a comparable DOE-like environment.
  • Experience applying NARA regulations and related federal guidance for electronic records and digitization practices, including familiarity with OMB memoranda affecting electronic records and information management.
  • Experience with digitization governance and electronic recordkeeping practices, including metadata standards, quality assurance, chain-of-custody controls, access management for sensitive records, retention schedules, records disposition, and enterprise electronic recordkeeping platforms.
  • Experience with compliance monitoring, audits, metrics programs, corrective actions, and identifying and implementing technology solutions to improve digitization, workflow, reporting, and related tools in partnership with technical teams.

Responsibilities

  • Lead or coordinate lifecycle management for electronic and physical records, working with stakeholders to ensure compliant capture, protection, retention, retrieval, and disposition.
  • Provide guidance on records policies, retention, digitization, metadata, and sensitive information handling; resolve complex records and information management issues.
  • Lead or support digitization workflows and electronic recordkeeping processes, including quality assurance, metadata application, tracking, and repository transfer.
  • Develop and maintain procedures, templates, job aids, and user guidance to support consistent and auditable practices.
  • Support records and information management systems, reporting, and tracking tools, including metadata standards and access controls.
  • Develop and deliver training and communications for customers and Records Liaison Officers.
  • Support STI Review and Release workflows, including metadata quality, reviewer coordination, OSTI submission, and continuous process improvement.
  • Lead the Laboratory’s STI Review and Release program governance, including workflows, service standards, turnaround expectations, and continuous improvement.
  • Establish and enforce institution-wide standards for metadata, information protection, records lifecycle practices, and effective use of records and Review and Release systems.
  • Serve as the escalation point for complex release decisions and cross-organizational records and information management issues, coordinating resolution across key stakeholders.
  • Lead Laboratory-wide initiatives related to retention schedule implementation, disposition planning, lifecycle controls, and operational integration.
  • Lead development, review, and implementation of records and information management policies, procedures, and operational guidance.
  • Define performance metrics and dashboards, lead assessments and audits, and implement corrective actions to improve timeliness, quality, and compliance.
  • Provide expert consultation to leadership and coordinate day-to-day activities across teams and stakeholders to ensure priorities and deliverables are met.
