About The Position

Zen Strategics, a Titan Technologies company, is seeking a Senior Records Management Specialist to support a federal Records and Privacy (R&P) program. This role will support the establishment, implementation, and oversight of agency records and information management practices, ensuring compliance with federal records management regulations and program-specific policies. The selected candidate will contribute across all areas of the Records and Information Management program, including records inventory, file plan development, records appraisal, retention scheduling, and lifecycle management, while supporting a 100% electronic records management environment. The role requires advanced knowledge of federal records management best practices, strong attention to detail, and the ability to independently execute complex technical assignments with minimal oversight.

Requirements

  • A DoD Top Secret clearance is required
  • Minimum 3+ years of professional Records and Information Management experience
  • Demonstrated experience in: Records appraisal, classification, and scheduling of federal records
  • Demonstrated experience in: Records inventory and file plan development
  • Demonstrated experience in: Records lifecycle management in both electronic and analog environments
  • Strong knowledge of: Federal Records Act (44 U.S.C.) and 36 CFR
  • Strong knowledge of: National Archives and Records Administration (NARA) policies and General Records Schedules (GRS)
  • Experience working in a 100% electronic records management environment
  • Proficiency with Microsoft Office Suite, SharePoint, and records management systems (ERMS)
  • Ability to perform complex research, data analysis, and documentation tasks with minimal oversight
  • Strong attention to detail, organizational skills, and written communication abilities
  • Bachelor’s degree in Information Management, Business, Library Science, or related discipline

Nice To Haves

  • Certified Records Manager (CRM) or equivalent certification
  • Experience supporting similar federal oversight agencies
  • Experience with large-scale records environments (millions of records / mixed media types)
  • Familiarity with metadata schema development and data governance practices
  • Experience supporting records digitization and migration initiatives

Responsibilities

  • Support the establishment and implementation of the records management program methods, practices, and procedures
  • Serve as a technical lead across Records and Information Management initiatives, ensuring alignment with federal standards and agency objectives
  • Perform and lead agency-wide records inventories and file plan development, ensuring all records are identified, scheduled, and properly maintained
  • Conduct records appraisal and legal research to support records retention and disposition decisions
  • Lead development, updates, and maintenance of records retention schedules in alignment with program Records Schedules and General Records Schedules (GRS)
  • Ensure proper application of metadata schema and classification standards within electronic records systems Support management of electronic and analog records, including approximately large-scale digital repositories and Federal Records Center holdings
  • Coordinate records transfer, retrieval, digitization, migration, and destruction activities in accordance with NARA and agency procedures
  • Utilize and optimize Electronic Records Management Systems (ERMS) to manage records across the full lifecycle
  • Develop and deliver briefings, reports, correspondence, and training materials with a high degree of technical accuracy and minimal errors
  • Collaborate with program stakeholders, Records Management team members, and contractors to ensure effective program execution
  • Provide recommendations to improve records storage, retrieval, and preservation strategies
  • Ensure 100% quality assurance (QA) review of deliverables and maintain audit-ready documentation Support compliance with Controlled Unclassified Information (CUI) and classified information handling requirements
  • Promote transparency, accountability, and proper documentation of agency decisions and mission-critical activities
