The Sr. Proposal Specialist is responsible for leading the development of low- to medium-complexity proposals for research, services, and testing. This role collaborates with a broad range of internal and external stakeholders to coordinate and drive GTI Energy’s proposal development efforts. Requirements

  • Strong understanding of contract pricing principles
  • Proficiency in Microsoft Excel for data analysis and financial modeling
  • Knowledge of government contracting requirements and compliance standards
  • Strong written and verbal communication skills
  • High attention to detail and accuracy in work products
  • Bachelor’s degree (BA/BS), preferably in a business-related field
  • 5+ years of relevant professional experience or equivalent combination of education and experience

Responsibilities

  • Perform cost and pricing analysis for assigned proposals submitted to government and commercial sponsors, ensuring compliance with sponsor requirements and internal policies.
  • Manage proposal activities through agreement of pricing with the sponsor.
  • Serve as the company lead for coordinating, developing, and submitting proposals to OTD and UTD Directors.
  • Independently (with limited supervision) negotiate contract pricing with sponsors.
  • Independently negotiate pricing for subcontracts and consulting agreements with external partners.
  • Review subcontractor and consultant cost estimates (materials, equipment, labor, and indirect costs) for completeness, accuracy, and compliance.
  • Advise technical teams on proposal requirements, including cost sharing, indirect cost limitations, and special terms and conditions.
  • Maintain and update labor and indirect rate structures within the company’s cost/pricing system.
  • Establish bid and proposal numbers and maintain proposal tracking databases.
  • Perform other duties as assigned.
