About The Position

This position serves as the Adult Standards Implementation Coordinator for the Sex Offender Management Board (SOMB) within the ODVSOM. In addition, this position serves as the Community Notification Coordinator related to community-based technical assistance in the area of notification about the presence of sexually violent predators pursuant to 16-13-904 (2) C.R.S. This position serves as the staff authority in regards to the training and technical assistance support for approved providers who must adhere to and implement the Adult SOMB Standards as required per 16-11.8-103 C.R.S. This position is responsible for formulating implementation plans using change management strategies and evidence-based training techniques. This includes responsibility for providing primary staff support to assist providers in meeting statutory requirements for approved provider status, implementing changes to Standards, and working with providers to improve practice as identified during the application, complaint, and Standards Compliance Review process administered by the Application Review Committee (ARC). This position works with the ARC to provide leadership, advice and guidance relative to implementing the statutorily mandated work of this Committee. This position clarifies and defends policy created by the SOMB and educates stakeholders through providing statewide training and technical assistance. This includes both approved providers as well as other key criminal justice stakeholders working with the sex offender population. This position will develop implementation plans for individual providers and work to ensure the provider implements the Standards as required by the provider approval, complaint, and Standards Compliance Review processes. This position is responsible for SOMB committee development and provides advice and guidance to those committees that make recommendations to the SOMB on policy issues regarding the implementation or periodic revisions of the Standards. This work requires that this position also provide statewide training related to the work of those committees. This requires knowledge and analysis of sex offender research, laws, policy development, statewide collaboration, standards and treatment. This position develops and implements training curriculums and training presentations that result in the development of valid and reliable curriculum that can be used to assist criminal justice agencies statewide. This position will also be the lead for those SOMB committees and related communication, collaboration and other professional communication statewide regarding the issues those committees are addressing on behalf of the SOMB.

Requirements

  • Seven (7) years of professional experience in working with adult sex offenders OR Bachelor's degree from an accredited college or university in public health, psychology, sociology or criminal justice and three (3) years of professional experience working with adult sex offenders, OR Master's degree from an accredited college or university in public health, psychology, sociology or criminal justice and three (3) years of professional experience working with adult sex offenders.
  • Must be a Colorado resident at the time of application.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, reference checking and driving history.
  • Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30 days of hire.
  • Ability to operate motor vehicles and to travel throughout the state in a variety of weather conditions.

Responsibilities

  • Analyze complex treatment provider or criminal justice agency-specific and cross-agency data to examine issues the agency is trying to solve.
  • Research evidence-based options to address stated and observed needs and assess current level of knowledge of program implementation within each agency.
  • Advise agencies on appropriate and applicable options, including education on effective implementation strategies and processes of evidence-based practices (EBPs) for correctional and treatment practitioners.
  • Design implementation plans that include assessing organizational readiness for change, conducting gap analysis, providing leadership support, and developing staff skill development categories.
  • Provide ongoing technical assistance, including continuous quality control, and make regular adjustments and updates to the implementation plan.
  • Serve as the subject matter expert and leading staff authority on the treatment and management of adult sex offenders and community notification of Sexually Violent Predators, in concert with the Sex Offender Management Board (SOMB).
  • Provide policy recommendations to the SOMB and implement the SOMB’s policy decisions.
  • Provide technical assistance to criminal justice, law enforcement, and social service agencies as well as treatment providers statewide.
  • Coordinate and supervise the Community Notification Technical Assistance Team, interface with notifications stakeholders, and assist in planning and coordination of community notification trainings.
  • Develop, maintain, and update curriculum for statewide training regarding sex offenders, and their treatment, supervision and management in Colorado.
  • Provide education and training as part of a comprehensive curriculum, or at the request of approved providers, criminal justice agencies, law enforcement, and probation/parole officers throughout the state.
  • Ascertain the need for trainings in various areas of the state including topic area and target audience.
  • Design curricula and the methodology used to assess the impact of the training.
  • Organize, schedule, and deliver trainings for maximum accessibility by stakeholders that considers multiple learning styles and accessibility concerns.
  • Use technical expertise to provide approved providers and other criminal justice professionals cross-agency training to designated entities and audiences, using and building consistent language, nomenclature, and methods.
  • Determine the process necessary to expose private, public, and nonprofit sector service agencies to evidence-based practices related to early intervention, offender management, and victim services.
  • Coordinate training delivery with consultant subject matter experts and agency personnel as necessary.
  • Train agency trainers and coaches to develop a cadre of field-level trainers from all agencies to work in conjunction with each other and with Implementation Specialists.
  • Build and guide organizational support vertically (within a provider or criminal justice agency) and horizontally (across agencies) for the implementation and support of evidence-based practices.
  • Collaborate with providers and agency training staff, research staff, advisory board, information technology staff, field-level agency staff, and agency administration.
  • Act as an interagency liaison at multi-disciplinary meetings and events.
  • Advise justice and service administration and other designated personnel of significant systems issues arising in the correctional or treatment settings.
  • Facilitate teams, clarify issues, educate the group on the range of appropriate solutions, and collaboratively decide on the best resolution to address the problem.
  • Provide policy recommendations to the ARC and SOMB, and implement the SOMB’s policy decisions.
  • Develop and guide SOMB committees, including developing work product, and providing input into meeting content.
  • Provide guidance, advice and clarification to the committees on SOMB Standards, policy and research, and ensures that the committees are aware of emerging issues and SOMB policy, philosophy and other pertinent issues.
  • Defend committee and Board work to stakeholders.
  • Advise the SOMB or committees when proposals for changes conflict with existing policies, statutes or standards.
  • Research and analyze national policies to identify best practices and advise the Sex Offender Management Board on particular policy initiatives.
