About The Position

Southern California Association of Governments (SCAG) is seeking an experienced Solutions Architect (Limited-Term) to join the Application Development and Support Department. This role involves designing, implementing, and governing enterprise technology solutions across a diverse portfolio of applications, cloud platforms, integrations, and business systems. The Solutions Architect will translate business needs into secure, scalable, and sustainable technology solutions, providing technical leadership throughout the solution lifecycle. This includes hands-on technical engagement such as reviewing code, assessing vendor technical artifacts, evaluating API and integration designs, prototyping solution approaches, and troubleshooting complex application and integration issues. The role requires collaboration with business stakeholders, project teams, vendors, and technology staff to develop technical standards, review technical designs, guide integration strategies, support enterprise modernization initiatives, and oversee vendor-delivered solutions to ensure long-term maintainability and operational sustainability. A primary focus will be guiding SCAG's transition to a new cloud ERP platform, with responsibilities for ERP integration architecture, data flows, APIs, middleware or iPaaS technologies, vendor technical design review, and sustainable support models for connected enterprise systems. The Application Development and Support Department manages SCAG's enterprise application portfolio and supports multiple agency initiatives, including developing, managing, testing, supporting, maintaining, and consulting on applications such as regional metropolitan planning systems, finance and administrative support systems, and public-facing information-sharing systems. Current technologies include Microsoft Great Plains (GP), WorkPlace, Enterprise BI, Microsoft CRM, custom Inter-Government Review (IGR), custom Finance Management Systems (FMS), Microsoft Dynamics 365, ESRI ArcGIS, ArcGIS Online, ServiceNow, Microsoft SQL Server, SQL Server Reporting Services (SSRS), and SQL Server Integration Services (SSIS).

Requirements

  • 7 years of experience in Information Technology
  • Bachelor’s degree in a relevant field
  • Hands-on experience with cloud ERP platforms such as Oracle Fusion, Workday, SAP, Microsoft Dynamics, Tyler, or similar.
  • Experience designing enterprise application architectures and system integrations.
  • Experience designing REST/SOAP API integrations, middleware, and iPaaS-based integration patterns.
  • Experience with ERP integration tools such as Oracle Integration Cloud, MuleSoft, Dell Boomi, or comparable platforms.
  • Experience evaluating vendor solutions and collaborating with implementation partners.
  • Knowledge of cloud architecture principles, API development, systems integration, and enterprise application security.
  • Experience producing architecture diagrams, technical documentation, and solution roadmaps.
  • Ability to read, write, or critically review code, scripts, SQL, and technical configurations.
  • Strong analytical and problem-solving skills with the ability to evaluate complex technical challenges.
  • Excellent written and verbal communication skills, including the ability to explain technical concepts to non-technical audiences.
  • Experience collaborating with cross-functional teams in a project-based environment.
  • Experience supporting enterprise technology modernization or digital transformation initiatives.

Responsibilities

  • Lead the design and implementation of enterprise application and technology solutions that align with SCAG's strategic goals.
  • Provide technical oversight of vendor, managed service provider, and staff deliverables by reviewing technical designs, integrations, configurations, validating estimates, assessing implementation quality, tracking remediation items, and ensuring alignment with architectural standards, security requirements, long-term maintainability, and project readiness.
  • Collaborate with business stakeholders, project teams, and technical staff to translate business requirements into scalable solution architectures.
  • Develop technical designs, integration strategies, technical standards, and documentation that support enterprise applications and cloud technologies.
  • Evaluate technologies, platforms, and vendor solutions to recommend approaches that improve business processes and organizational effectiveness.
  • Provide technical leadership throughout project planning, solution design, implementation, testing, and deployment.
  • Identify technical risks and recommend mitigation strategies while promoting best practices for enterprise architecture and application development.
  • Support enterprise modernization efforts by contributing to technology roadmaps, continuous improvement initiatives, and collaborating across departments to ensure technology investments support current operational needs and future organizational priorities.
  • Perform other duties as assigned.
