About The Position

The Software Architect - Consultant supplements the Client Miscellaneous Applications Section in designing, developing, testing, and deploying enterprise application solutions. The role works with business and technology groups to understand organizational requirements and produces design documentation, deployment details, and support procedures. Under general supervision, the consultant develops and maintains architecture models for large-scale enterprise web applications; designs component structures and relationships; builds architecture frameworks; and uses technologies such as service-oriented architecture (SOA), workflow engines, and business rules engines to create secure, high-performance, maintainable applications. The consultant advises application and systems analysts on component design within the secure software development life cycle (SSDLC) and works with senior analysts on architecture frameworks for assigned programs. The role also contributes to infrastructure stability and integrity through monitoring, maintenance, support, and optimization of server services and infrastructure. It reports directly to a functional manager and includes shared 24/7 on-call responsibilities. The position requires substantial communication with IT professionals and stakeholders, support-ticket ownership, issue prioritization, and coordination to resolve client issues. Technical work includes requirements analysis, system and architecture documentation, secure application development, penetration testing, user acceptance testing support, vulnerability analysis and remediation guidance, and maintaining information security practices.

Requirements

Bachelor's degree in information technology systems, computer science, or a related field.
11+ years of experience with C# and .NET development.
11+ years of experience with penetration testing.
10+ years of experience with state government.
11+ years of experience with full-stack MVC web development.
11+ years of experience with secure database design and administration.
11+ years of experience with Active Directory programming.
11+ years of experience with business continuity and disaster recovery.
Strong verbal communication skills; 8–10 years of experience stated.
Strong written communication skills; 8–10 years of experience stated.
Experience working in a team development environment; 6–8 years stated.
Ability to communicate effectively with IT professionals from peer through director level.
Initiative, drive, and ability to work as a self-starter; ability to ask pertinent questions.
Ability to manage concurrent tasks, prioritize issues of varying severity, and provide timely updates to stakeholders and customers.
Shared 24/7 on-call availability.

Responsibilities

Analyze project requirements and recommend techniques, tools, and methodologies to achieve project goals.
Document system designs and detailed technical specifications for new applications, including workflow models, class diagrams, interaction diagrams, component diagrams, deployment diagrams, and other systems documentation.
Consult with technical support, network administration, and database administration teams to ensure coherent system designs and resolve technology issues.
Design enterprise applications for a highly secured, multi-firewall DISA STIG environment.
Develop web, desktop, and console applications using C#/.NET 10.
Develop penetration testing tools and systems using C#/.NET 10.
Develop automated just-in-time provisioning (JITP) for user onboarding and offboarding.
Implement application hardening and data protection for secure server deployments.
Use open-source and enterprise penetration testing tools to test complete systems and deliver documented penetration testing reports.
Test and debug applications before production use.
Support users during the User Acceptance Testing phase.
Provide technical guidance and mentoring for vulnerability analysis and remediation of key systems.
Review each phase of the web application software development life cycle to verify standards are followed and advise where standards are not met.
Prepare progress reports and keep management and business users informed.
Develop and maintain architecture models that support enterprise application operations.
Build architecture frameworks based on enterprise business processes and stakeholder requirements.
Advise application and systems analysts on designing and developing application components within the architectural framework.
Develop workaround solutions as appropriate.
Perform equipment and software upgrades and maintain familiarity with current computer and network products.
Monitor, maintain, support, and optimize server infrastructure to ensure stability and integrity of data and server services.
Adhere to corporate information security guidelines and promote information security among coworkers.
Communicate with IT peers and stakeholders, provide product feedback, and proactively identify and implement process improvements.
Manage multiple tasks, provide periodic stakeholder status updates, collaborate to resolve client issues, and contribute to the team's knowledge network.
Prioritize issues by severity and manage resolutions within accepted service levels, maintaining Helpdesk records and timely status updates to clients and employees.
Provide attentive, detail-oriented customer support and respond to customer tickets.
