The State of South Carolina is seeking a Software Architect consultant to supplement the Department of Revenue’s Miscellaneous Applications Section. The role focuses on designing, developing, testing, and deploying enterprise application solutions. The consultant will work with business and technology groups to understand organizational requirements and produce design documentation, including deployment details and support procedures. Architectural technical and documentation skills are equally important. Under general supervision, the contractor will develop and maintain architecture models for large-scale enterprise web applications; design component structures and relationships; build architecture frameworks; and use technologies such as service-oriented architecture, workflow engines, and business rules engines to create secure, high-performance, maintainable architectures. The consultant will advise application and systems analysts on component design within the secure software development life cycle and work with senior analysts on architecture frameworks for assigned programs. The contractor will report to a functional manager and help ensure the stability and integrity of data and server services through monitoring, maintenance, support, and optimization of server infrastructure. Shared 24/7 on-call responsibilities are required. The position includes technical and non-technical duties. Technical work includes documenting system designs and specifications, building applications and penetration-testing tools with C#/.NET 10, designing for a secure multi-firewall DISA STIG environment, implementing just-in-time user provisioning and application hardening, performing testing and vulnerability remediation, and supporting users during user acceptance testing. The consultant will also review software development life-cycle processes, mentor colleagues, provide progress reports, and maintain architecture models and documentation. This is a 12-month contract with the possibility of extension. The work arrangement is hybrid, with three days onsite per week. Candidates must currently reside in South Carolina; relocation is not allowed. The selection process includes one onsite interview. The selected resource must pass a seven-year background and criminal history check, a credit check, E-Verify, and an internal South Carolina tax check. Contractors must be current on South Carolina tax filings and payments.
