About The Position

This position is located in Baton Rouge, LA within the Office of Early Childhood Operations, specifically in the Office of Early Childhood Education-Child Care Criminal Background Check (CCCBC) focus area. The Social Services Analyst 3 will be responsible for determining initial and ongoing eligibility for child care purposes based on CCCBC applications processed through an online system. This role involves communicating with child care providers and applicants, reviewing criminal history records, child abuse and neglect registries, and sex offender registries from Louisiana and other states where the applicant has resided in the past five years. The position also requires assisting with in-state and out-of-state application processes, developing procedures to improve workflow and case development, serving as a liaison with other state entities, staying current on prohibited crimes, maintaining databases, generating reports, ensuring program compliance with regulations, and assisting system end-users with system issues. The role requires close work with applicants and providers to understand their needs related to the CCCBC process.

Requirements

  • Five years of experience in social services; OR Six years of full-time experience in any field plus two years of experience in social services; OR A bachelor's degree plus two years of experience in social services; OR An advanced degree in a social sciences field plus one year of experience in social services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Determine initial and ongoing eligibility for child care purposes based on a person’s results from a Child Care Criminal Background Check (CCCBC).
  • Review Louisiana criminal history record information, Federal criminal history record information, Louisiana State Central Registry of Child Abuse and Neglect Registry, Louisiana Sex Offender and Child Predator Registry, National Sex Offender Registry, and name-based state criminal history information record, state sex offender registry, and state registry of child abuse and neglect in each state where the person resided in the past five years.
  • Perform certification and eligibility duties as it relates to the program.
  • Assist with both in-state and out-of-state application processes.
  • Work with Program Specialists in the development of procedures to improve quality and efficiency in workflow and case development techniques for both CCCBC applications and CCCBC appeals.
  • Serve as liaison officer between other state entities, as needed, for obtaining records or other CCCBC-related information needed for evaluating CCCBC applications.
  • Stay current on prohibited crimes in order to determine initial and ongoing eligibility of owners, staff, etc. for child care purposes.
  • Coordinate program information by maintaining databases, generating reports, and ensuring information integrity.
  • Ensure program compliance to Federal and State regulations.
  • Assist CCCBC System End Users with system issues via email and phone.
  • Work closely with applicants and providers, when necessary, to understand their specific needs as related to the CCCBC process.
  • Perform all other duties as assigned by the Program Manager 1-SS, Program Manager 3-SS, and/or Assistant Superintendent.
