About The Position

Frontline Enterprises, LLC is seeking a highly qualified Site Safety & Health Officer (SSHO) / Quality Control Manager (QCM) to oversee all site safety, health, environmental, and quality control activities for operations at Fort Huachuca, Arizona. This dual-role position is responsible for ensuring compliance with contract requirements, federal regulations, safety standards, and quality management procedures while promoting a culture of safety, accountability, and operational excellence. The SSHO/QCM serves as the primary point of contact for all safety and quality matters and works closely with project leadership, government representatives, subcontractors, and employees to ensure work is performed safely, efficiently, and in accordance with contract specifications.

Requirements

  • Minimum of 3 years of experience in construction, facilities maintenance, government contracting, or a related field with responsibilities in safety and quality management.
  • Thorough knowledge of OSHA regulations, safety management systems, and quality control principles.
  • Ability to interpret contract requirements, specifications, and technical documents.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office Suite and electronic reporting systems.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.

Nice To Haves

  • Experience serving as an SSHO, Safety Manager, Quality Control Manager, or similar role on federal or military installations preferred.
  • OSHA 30-Hour Construction Certification (Candidates who do not currently possess all required certifications may be eligible to obtain them upon hire at company expense).
  • First Aid/CPR/AED Certification.
  • EM 385-1-1 training
  • Quality management certifications such as CQM-C, Certified Quality Auditor (CQA), or equivalent preferred.
  • Experience working on Department of Defense (DoD) or federal contracts.
  • Active security clearance or ability to obtain one, if required by the contract.

Responsibilities

  • Develop, implement, and maintain the Site Safety and Health Plan (SSHP).
  • Ensure compliance with OSHA regulations, EM 385-1-1 requirements, company policies, and contractual safety requirements.
  • Conduct daily site safety inspections and document findings.
  • Lead safety meetings, toolbox talks, and employee safety training programs.
  • Investigate accidents, incidents, near misses, and unsafe conditions, and implement corrective actions.
  • Maintain all required safety documentation, reports, permits, and records.
  • Coordinate with government safety personnel and participate in safety audits and inspections.
  • Monitor subcontractor compliance with safety requirements.
  • Identify workplace hazards and develop mitigation strategies.
  • Promote a proactive safety culture focused on injury prevention and continuous improvement.
  • Develop, implement, and maintain the project Quality Control Plan (QCP).
  • Ensure all work is performed in accordance with contract requirements, specifications, and industry standards.
  • Conduct quality inspections and audits of work activities and deliverables.
  • Track deficiencies and corrective actions to ensure timely resolution.
  • Maintain quality control documentation, inspection reports, testing records, and project files.
  • Coordinate and lead preparatory, initial, and follow-up inspections.
  • Serve as the primary liaison with government quality assurance representatives.
  • Monitor subcontractor performance to ensure compliance with quality standards.
  • Preview Analyze quality trends and implement process improvements.
  • Prepare and submit quality reports as required by the contract.
