About The Position

Tessera is seeking a committed and expert Site Manager with a professional attitude. This role involves leading the site team, including subcontractors, to deliver outstanding customer results both functionally and contractually. The Site Manager will be the central point of contact (POC) with the customer for performance of all work under the contract, leading customer engagement and communications. They will fully support Tessera’s mission of Providing Opportunities to People with Disabilities by partnering with recruiters, vocational specialists, HR Partners, and Workforce Development teams to attract, retain, and develop a diverse employee workforce. A strong focus on driving a world-class safety management system and safety culture through leadership engagement, safety risk management, safety assurance, and safety training and promotion is essential. The position requires overseeing assessment, synthesizing technical field findings, reconciling data discrepancies, and cross-referencing operational logs with real property data. This role also involves conducting peer reviews and data validation within the BUILDER Remote Entry Database (BRED) and BUILDER SMS, performing high-level visual and diagnostic inspections of complex, mission-critical infrastructure using ASTM UNIFORMAT II standards, and reviewing/approving documented hazards and deferred maintenance logs. The Site Manager will assist in converting field findings into defensible capital planning budget estimates, tailoring digital platforms like Maximo to optimize data quality and usability, and leading the site reliability program to extend asset life and reduce breakdowns. The role demands strategic vision for the site and contract, disciplined planning and project management, and a focus on continual process improvement and operational excellence. The Site Manager is responsible for the success of all assigned missions, including planning, profitability, resource leveling, production, status reporting, and coordination with various stakeholders. They will establish project objectives, procedures, and performance standards, and are accountable for coordinating work schedules and operational guidance. Facilitating, managing, and supporting all internal and external reporting requirements, including formulating reports on work progress, cost control, and scheduling, is also a key responsibility. The role involves facilitating problem resolution, controlling and tracking property, and traveling as needed. The Site Manager ensures professionalism in appearance and demeanor, updates and implements safety, quality, awards, and training programs, and assures that ISO 9001 processes are developed and incorporated into daily business processes. Developing yearly budget requirements, determining capital and expense needs, establishing cash flow requirements, and determining P&L input are also part of the role. The position models and promotes Tessera’s core values and develops a culture of innovation, collaboration, and informed risk-taking. This position is designated as “Emergency/Essential” and may require on-call availability.

Requirements

  • A valid state driver’s license is required with the ability to obtain and maintain coverage by Tessera’s insurance.
  • Access to a federal military installation requires a REAL ID-compliant driver's license or an acceptable alternative, such as a U.S. passport or military ID, in accordance with the REAL ID Act.
  • Must be able to obtain and maintain applicable security clearances and installation access.
  • A background check and E-Verify will be conducted for this position.

Responsibilities

  • Leads the site team, including subcontractors, to deliver outstanding customer results both functionally and contractually.
  • Conduct overall management coordination and be the central point of contact (POC) with the customer for performance of all work under the contract.
  • Leads customer engagement and communications.
  • Leverage full team including frontline supervisors, shop leads, QC, subcontractors and site leadership to maintain performance excellence and solve tough problems as a team in partnership with the customer.
  • Continuously pulses customer stakeholders for improvement input and understands customer’s needs, culture and mission.

  • Conduct peer reviews and data validation within the BUILDER Remote Entry Database (BRED) and BUILDER SMS to guarantee 100% calibration, technical accuracy, and uniformity in asset ratings
  • Perform high-level visual and diagnostic inspections of complex, mission-critical infrastructure using ASTM UNIFORMAT II standards
  • Review and approve a documented hazards and deferred maintenance logs; assist in converting field findings into defensible capital planning budget estimates
  • Through site leads and Tessera’s Reliability Asset Management (RAM) team, tailors digital platform to optimize data quality and usability for the customer. Primary components include Maximo (or customer CMMS option), technician mobility, business intelligence (BI), customer integration, and supply chain management.
  • Leads the site reliability program to extend asset life and reduce breakdowns.
  • Leverages the entire team to drive an asset ownership culture, expand/improve planned maintenance, leverage predictive tools, and enable key processes such as root cause analysis and preventative maintenance (PM) optimization.
  • Possesses strategic vision for the site, the contract and meeting the future needs of the customer. Able to convert this strategy into action through disciplined planning and project management.
  • Focused on continual process improvement, “balanced excellence” of site performance metrics, and combatting operational complacency.
  • Responsible for the success of all missions assigned, including planning, profitability, resource leveling, production, status reporting, and coordination with employees, customers, Contracting Officers Representative (COR) and outside agencies.
  • Establishes project objectives, procedures, and performance standards within the boundaries of company policy and contract Performance Work Statement (PWS).
  • Accountable for coordinating work schedules, day-to-day tasking and operational guidance to ensure the mission is accomplished on time, within budget, and according to established quality, security, safety and environmental standards.
  • Facilitates, manages, and supports all internal and external reporting requirements. Formulates reports (Workday, Excel, Power BI, AI) concerning such areas as work progress, cost control, waste reduction, and scheduling.
  • Facilitate problem resolution through timely improvements and good working relationships.
  • Control and tracking of property including materials, equipment, and supplies used for this contract.
  • Travel to Home Office conferences, flagship sites, and outlying contract sites as needed.
  • Ensures professionalism in both appearance and demeanor through the Tessera workforce.
  • Responsible for updating and implementing the site’s safety, quality, awards, and training programs.
  • Assures that ISO 9001 processes are developed, providing actionable data, and are incorporated into daily business processes. Ensure all quality benchmarks are met.
  • Develops yearly budget requirements based on an assessment of contract requirements. Determines capital and expense requirements, establishes cash flow requirements, and determines P&L input for planning cycles.
