About The Position

Wyetech is seeking a SIGINT Development (SIGDEV) Analyst Level 3 to provide advanced analytic support focused on target discovery, access analysis, signal characterization, collection optimization, and development of assigned customer accesses. The selected candidate will conduct research and analysis of collection and collateral data to develop targets of interest, identify analytic strategies, characterize target networks, and identify processing gaps affecting priority target technologies and protocols. The technology focus includes data and voice communications, DNR (voice/FAX), DNI, and other advanced technologies over IP. This position requires an experienced SIGDEV professional capable of working closely with mission stakeholders, troubleshooting complex collection and data-flow issues, and providing guidance to junior and mid-level SIGDEV personnel. DISCLAIMER: Candidate must undergo and successfully complete additional program security vetting requirements. Candidate must also support the TTO’s “on-call” mission requirements outside of normal core duty hours when needed.

Requirements

  • At least ten (10) years of demonstrated experience and demonstrated knowledge in SIGINT development analytic support is required.
  • Within the last ten (10) years, at least five (7) of the years of experience must have been with modern digital/optical telecommunications systems and protocols, telephony switching system networks, and/or internet communications.
  • Candidate must satisfy all additional program security-vetting requirements.
  • Candidate must be able to support on-call mission requirements outside normal core duty hours when needed.
  • Due to federal contract requirements, United States Citizenship and position-appropriate security clearance is required.

Nice To Haves

  • Experience with HCSO collection techniques and methodology.
  • Prior experience performing Mission Management tasks.
  • Prior experience working as an Integrated Discovery Analyst (IDA).
  • Experience performing basic Linux systems administration.
  • Experience writing custom scripts to automate analytic workflows.
  • Understanding of fingerprints and micro-plugins used to parse traffic.

Responsibilities

  • Perform target discovery and access analysis and research, prioritizing analytic efforts to characterize the signals environment and enable and optimize collection.
  • Conduct signal characterization and validate the presence of target networks, including DNR and DNI.
  • Identify processing gaps affecting priority target technologies and protocols.
  • Possess comprehensive knowledge of corporate repositories and analytic tools to identify and troubleshoot metadata and content-quality issues and enable continuous collection optimization.
  • Conduct analysis of metadata within corporate repositories to fully develop target networks for optimal targeting and exploitation using collection-related equipment.
  • Work closely with mission stakeholders to enhance targeting tradecraft and improve collection-tasking strategies.
  • Support program mission-management needs, including troubleshooting data-flow issues, tasking signals, processing issues, and collection outages outside normal business hours.
  • Demonstrate critical thinking and reasoning to make analytic determinations.
  • Possess knowledge of technologies and topics necessary to identify analytic vectors.
  • Experience exploiting foreign communications and communication systems to identify, collect, analyze, process, and disseminate SIGINT information in accordance with established requirements and priorities.
  • Experience using software applications and databases associated with SIGINT target development.
  • Ability to develop techniques and tools for collecting, evaluating, analyzing, documenting, locating, and presenting information.
  • Familiarity with SIGINT and collateral report repositories and the ability to incorporate independent research to enhance target development.
  • Ability to identify target communications within the global network.
  • Ability to independently perform SIGDEV activities and provide guidance to Level 1 and Level 2 SIGDEV personnel.
  • Ability to provide SIGDEV support for optimizing and developing accesses.
  • Provide analytic support to optimize and develop assigned customer accesses.
  • Conduct research and analysis of collection and collateral data to develop targets of interest and analytic strategies.
  • Identify target communications within the global network.
  • Apply critical thinking and reasoning to make complex analytic determinations.
  • Identify analytic vectors based on knowledge of relevant technologies and mission topics.

  • Conduct independent research using SIGINT and collateral report repositories to enhance target development.
  • Identify and analyze data and voice communications, including DNR, DNI, and advanced technologies over IP.
  • Independently perform advanced SIGDEV activities.
  • Provide technical and analytic guidance to Level 1 and Level 2 contractor personnel involved in SIGINT development.
  • Provide SIGDEV support for optimizing and developing accesses.
