About The Position

Texas Department of Family and Protective Services (DFPS) is seeking the services of a ServiceNow Consultant/Developer. This role will serve as a lead developer and administrator, responsible for end-to-end ServiceNow implementations. The position involves hands-on configuration, development, integration, and quality assurance for all project deliverables. The consultant will leverage their expertise in ITIL, ITSM, and security disciplines to deliver automated solutions, including user provisioning, IT infrastructure library processes, workflow customization, ticketing automation, report and dashboard creation, and system configurations. The role requires designing enterprise-scale ServiceNow architecture across various modules like ITSM, ITOM, ITAM, CMDB, Discovery, Service Mapping, SecOps, IRM/GRC, SPM, and HRSD, with a strong focus on Common Service Data Model (CSDM) and CMDB governance. The consultant will also provide technical leadership for cloud, identity management, security, and enterprise integrations, and implement DevSecOps, CI/CD, and Automated Test Framework (ATF) practices. Experience with LDAP, AD, SSO, web services, and various ServiceNow modules is essential. The position is primarily telework, with occasional office visits required. Services are expected during normal business hours (Monday-Friday, 8 AM-5 PM), but overtime may be required and will be compensated at the quoted hourly rate with pre-approval.

Requirements

  • 8 years of hands-on ServiceNow development, customization, administration experience in ITSM, ITOM, SAM, ITBM and/or equivalent.
  • 5 years of experience in most of ServiceNow ITBM, DevOps, SecOps, ITOM, ITAM, IRM, ITSM, and Change Management Practices.
  • 5 years of working knowledge of ServiceNow User Provisioning, Incident, Problem, Change, Asset, CMDB, Service Catalog, Email modules, etc.
  • 5 years of experience designing, developing, and implementing Integrations inbound/outbound with ServiceNow using Azure AD, Trusted Sources for SSO, Mid server, web services REST/SOAP, email and other relevant technologies.
  • 4 years of excellent communication skills verbally and in writing used when leading ServiceNow implementation activities, presenting to leadership, and training less experienced staff.
  • Must be US Citizen, Green Card, or EAD. No H1B.
  • ServiceNow Certified System Administrator (CSA) and ServiceNow Implementation certification.
  • Experienced in Service Now implementations which span ITIL, ITSM and security/regulatory disciplines.
  • Expert knowledge of LDAP, AD, SSO, Email Infrastructure, Web Services, ServiceNow Discovery, Service Mapping, and Discovery using Service Graph Connectors.
  • Experience in designing and developing integration with application in place that are custom built and COTS and SaaS products.
  • Knowledge of scripting language, including JavaScript.
  • Expert-level JavaScript, Script Includes, Business Rules, Flow Designer, Integration Hub, and scoped application development.
  • Enterprise integration architecture experience using REST, SOAP, APIs, Azure Integration Services, and event-driven integrations.
  • Experience with Azure, Entra ID (Azure AD), Identity Governance, MFA, SSO, RBAC, and enterprise security integrations.
  • Knowledge of platform performance tuning, instance health, scalability, and upgrade management.

Nice To Haves

  • 8 years of industry and project experience with ServiceNow.
  • 5 years of ServiceNow System Administrator and/or Implementation Specialist certification.
  • 5 years of Technical Documentation including Technical Design, Implementation, and Configuration Plans.
  • 5 years of experience implementing the Core Process Areas: User provisioning, Incident, Problem, Change, Service Catalog, Request, and CMDB.
  • 3 years of technical knowledge in programming e.g. Java, Javascript, SQL, etc.
  • Experience working with remote teams.
  • Experience establishing ServiceNow governance frameworks, architecture standards, and platform operating models.
  • Experience implementing ATF, CI/CD pipelines, source control integration, automated deployments, and DevOps processes.

Responsibilities

  • Lead end-to-end ServiceNow implementation at DFPS.
  • Act as ServiceNow Administrator.
  • Deliver hands-on configuration, development, and integration services.
  • Serve in a quality assurance capacity for all project deliverables.
  • Deliver end-to-end automated solutions including User Provisioning process that integrates with internal and external systems.
  • Provide technical implementation of IT Infrastructure Library (ITIL) processes.
  • Customize workflows.
  • Automate ticketing processes.
  • Develop reports and dashboards.
  • Perform system configurations.
  • Design enterprise-scale ServiceNow architecture across ITSM, ITOM, ITAM, CMDB, Discovery, Service Mapping, SecOps, IRM/GRC, SPM, and HRSD.
  • Ensure strong expertise with Common Service Data Model (CSDM), CMDB governance, and Service Graph Connector architecture.
  • Lead executive and stakeholder discussions regarding architecture decisions, risks, scalability, and modernization opportunities.
  • Implement DevSecOps, CI/CD, ATF (Automated Test Framework), Source Control, and release governance practices.
  • Define enterprise CMDB and CSDM strategy and ensure data quality across supported environments.
  • Provide technical leadership for cloud, identity management, security, and enterprise integrations.
  • Lead 5 or more end-to-end ServiceNow implementation projects.
  • Design and develop integrations with custom-built, COTS, and SaaS products.
  • Participate in process flow analysis and process redesign sessions.
  • Ensure configuration in one area does not negatively impact other areas.
  • Share best practices and be consultative throughout the technical design and implementation of the project.
  • Establish ServiceNow governance frameworks, architecture standards, and platform operating models.
  • Perform expert-level JavaScript development, including Script Includes, Business Rules, Flow Designer, Integration Hub, and scoped application development.
  • Implement ATF, CI/CD pipelines, source control integration, automated deployments, and DevOps processes.
  • Utilize enterprise integration architecture experience using REST, SOAP, APIs, Azure Integration Services, and event-driven integrations.
  • Work with Azure, Entra ID (Azure AD), Identity Governance, MFA, SSO, RBAC, and enterprise security integrations.
  • Perform platform performance tuning, instance health checks, scalability assessments, and upgrade management.
