About The Position

Responsible for leading, planning, organizing, and directing the performance and operational functions of the Health & Government Markets SBU. Oversees the Strategic Business Unit’s (SBU) business and strategic plans to ensure growth, market competitiveness, and sustainable profitability. The GM is accountable for developing and executing go-to-market strategies within government-sponsored programs, including defining and positioning benefit offerings, strengthening health plan partnerships, and advancing capabilities to meet evolving market and regulatory requirements. This role requires deep experience in government managed care, payer partnerships, and scaled delivery models within complex, regulated environments.

Requirements

  • Bachelor’s Degree in Business or related field, or equivalent experience
  • Ten years of experience with clear progression to senior leadership/management roles, leading and motivating cross-functional interdisciplinary teams to achieve strategic goals
  • Senior leadership experience in government-sponsored managed care environments, including Medicare Advantage and managed Medicaid, with demonstrated success leading complex partner relationships, delivery models, and C-suite engagement with major health plans
  • Experience developing and executing go‑to‑market strategies and benefit solutions within regulated healthcare environments
  • Strong working knowledge of regulatory, audit, and compliance expectations, with the ability to partner effectively across compliance, legal, and operational teams
  • Demonstrated ability to translate health plan requirements into scalable operational, product, and technology solutions within large, enterprise environments
  • Clean DMV record

Responsibilities

  • Develop and execute growth strategies to increase membership and revenue through senior executive and C-suite relationships with major health plan partners, with a focus on Medicaid and Medicare
  • Develop and execute go‑to‑market strategies aligned to government program requirements, ensuring benefit offerings are competitive, scalable, and responsive to client needs
  • Serve as executive owner for key program and operational capabilities that support client delivery, regulatory compliance, and performance outcomes
  • Define and recommend objectives in each area of responsibility; develop specific short-term and long-term plans and programs, together with supporting budget requests and financial estimates
  • Review and approve the implementation of SBU organizational plans that drive accountability for membership, EBITDA, client retention, and revenue goals within VSP
  • Maintain industry knowledge and relationships in order to forecast and respond to the market
  • Establish strategic direction of business investment trade-off, acquisition, and retention
  • Collaborate with Marketing, Medical Affairs, and business leaders to develop government-specific benefit designs and programs that align to regulatory and market expectations
  • Lead SBU operations and work with cross-functional operations teams to ensure client operational and compliance needs are met
  • Work with executives and other SBU leaders on direction and development of the vision care business
  • Lead sales management in establishing annual goals and plans as well as education and management training
