Senior Technical Program Manager, Engineering Strategy & Business Operations

Keysight Technologies, Inc.•Santa Rosa, CA
•Onsite

About The Position

Keysight’s High Frequency Technology Center (HFTC) in Santa Rosa, California, develops and delivers semiconductor technologies across R&D and manufacturing, including InP HBTs, GaAs FETs and HBTs, heterogeneous integration, photodiodes, and THz diode mixers. HFTC Engineering advances these technologies and transitions them from R&D to manufacturing while supporting goals for performance, reliability, yield, cycle time, and quality. The Senior Technical Program Manager will lead analysis, scoping, and initial planning for high-priority strategic initiatives in HFTC Engineering. The role initially focuses on complex, cross-functional programs involving engineering, semiconductor fabrication and manufacturing, Keysight R&D, product teams, and other parts of the organization. The position calls for independent work in ambiguous situations: identifying what needs to happen, bringing stakeholders together, developing recommendations, and driving issues and decisions to resolution. The role is intended to create leverage for HFTC Engineering leadership by independently owning work that would otherwise require senior leadership attention. Over time, the position is expected to expand into broader business operations and organizational leadership for HFTC Engineering, including planning, operating rhythms, resource management, and executive-level support. Candidates must be local to or willing to relocate to Santa Rosa, California. Employment is subject to applicable U.S. export-control authorization requirements for non-U.S. persons.

Requirements

  • BS, MS, or PhD in engineering, science, or a related technical discipline.
  • 10–15+ years of overall relevant experience in semiconductor technology development, fabrication, manufacturing, engineering, or a related technical environment.
  • Demonstrated ability to lead complex, cross-functional initiatives without direct authority.
  • Ability to operate independently in ambiguous situations, create structure where none exists, and drive issues to resolution.
  • 5+ years of experience in technology strategy, business development, product strategy, or similar work connecting technology with broader organizational and customer priorities.
  • 5–10+ years in a high-level strategic Technical Program Manager role leading complex, cross-functional technical programs.
  • Exceptional written and verbal communication skills, including the ability to synthesize complex technical and business input into clear communications and recommendations for executive audiences.
  • High emotional intelligence and ability to build trust and influence across functions and levels.
  • Strong ownership, discretion, and ability to move between strategic thinking and detailed execution.
  • Must be local to or willing to relocate to Santa Rosa, California.
  • For non-U.S. persons, employment is contingent on Keysight obtaining any required government authorizations to access export-controlled items.
