About The Position

At Fanatics Core, the Senior Staff Technical Program Manager for International Expansion owns the technical program for launching Fanatics Core in new international markets. The role partners with senior leaders across Engineering, Product, Legal, Compliance, Finance, and Operations, as well as external vendors and regulators, to determine market requirements, establish a repeatable launch playbook, and deliver compliant launches. The position ensures the platform supports each region’s regulatory, data, payments, and localization needs. The role leads launches from early assessment through go-live and stabilization; defines scope, milestones, dependencies, and success criteria; translates market regulations into engineering requirements; manages vendor integrations; and drives platform and operational readiness. It also communicates progress, risks, trade-offs, and decisions to executives, measures program health through KPIs, and mentors other technical program managers while improving organizational planning, delivery, and governance practices.

Requirements

  • 10+ years of technical program management experience, including leading large cross-functional programs at a senior/staff level.
  • 12+ years working directly with software engineering teams on complex, distributed systems.
  • Proven track record launching products or platforms in multiple international markets, ideally in regulated industries.
  • Experience translating regulatory and compliance requirements into technical delivery plans.
  • Experience managing external vendors and third-party technical integrations.
  • Strong technical grounding in cloud platforms, distributed/microservice architectures, and enterprise software, sufficient to challenge engineering designs and trade-offs credibly.
  • Excellent written and verbal communication skills, including the ability to influence executives and explain complex technical and regulatory issues to non-technical audiences.
  • Experience running programs with tools such as Jira and Confluence across multiple SDLC methodologies.
  • Willingness to travel, including internationally, for market launches, partner meetings, and team events.

Nice To Haves

  • Experience in sports betting, iGaming, fintech, payments, or other highly regulated, high-availability industries.
  • Familiarity with international gaming or financial regulators and licensing processes, such as UKGC, MGA, AGCO/iGaming Ontario, or similar.
  • Experience with data residency, multi-region deployment, and privacy frameworks such as GDPR.
  • Experience with regional payment methods, multi-currency, tax, and localization at scale.
  • Experience in organizations with multiple P&Ls and shared platform services, balancing market-specific needs against a common core.
  • Experience running launch readiness, cutover, and hypercare for high-traffic, customer-facing systems.
  • Experience in a scaled Agile environment.
  • Comfort with ambiguity, shifting priorities, and fast-moving markets.
  • Working proficiency in a second language.

Responsibilities

  • Own international launch programs from early assessment through go-live and stabilization, setting scope, milestones, dependencies, and success criteria for each market.
  • Work with Legal and Compliance to translate market-specific regulations—including licensing, geolocation, data residency, privacy, KYC/AML, responsible gaming, and audit/reporting rules—into technical requirements.
  • Develop a repeatable expansion playbook with reusable architecture patterns, configuration-driven market setup, and standard launch-readiness checklists.
  • Manage technical delivery with external vendors and partners, including payment providers, identity verification, geolocation, content/data feeds, and local hosting; hold them accountable for timelines, SLAs, and compliance obligations.
  • Partner with Core Engineering to deliver platform capabilities such as multi-region infrastructure, multi-currency and multi-language support, regional payments, tax, and reporting.
  • Establish go-live criteria, cutover plans, hypercare, and post-launch reviews to ensure reliable launches and regulatory uptime and reporting compliance.
  • Build relationships across and beyond Engineering and communicate program status, risks, trade-offs, and decisions to executives across concurrent market programs.
  • Define and report KPIs for expansion progress and health, including time-to-market, launch readiness, compliance findings, and post-launch stability.
  • Mentor other TPMs and strengthen planning, delivery, and governance practices across the organization.
