About The Position

The City of Toronto's Policy, Planning, Finance & Administration (PPFA) Division is looking for an experienced, knowledgeable, and innovative Senior Project Manager Transformation to join their team. In this role you will support the Manager, Business Transformation & Change Management and Project Director, Transformation in coordinating change management and financial business process transformation activities including supporting systems upgrades. You will be working closely with the systems development project team and with PPFA service areas, client divisions and other stakeholders including but not limited to other tasks and assigned projects as deemed necessary to ensure effective service delivery to our clients in Infrastructure Services (IS) and Development and Growth Service (DGS)areas.

Requirements

  • Post-secondary education in Financial Planning, Accounting, Business Administration, or other relevant discipline related to the job function, OR an accounting designation (CPA, CA, CGA or CMA), or the equivalent combination of education and experience.
  • Extensive project management experience managing project lifecycle from inception to completion for complex, large-scale projects.
  • Extensive experience managing business transformation projects and client journey mapping.
  • Considerable experience leading change in a public or large private organization.
  • Considerable experience building, leading, and providing work direction to high performing teams in a multi-disciplinary environment.
  • Excellent communication skills, including presentation skills, negotiation, influencing and ability to secure buy-in on change initiatives.
  • Ability to define program roadmaps to ensure alignment with corporate strategic objectives.
  • Ability to develop and maintain productive working relationships with divisional staff, clients and stakeholders while exercising discretion and maintaining confidentiality.
  • Ability to plan and prioritize activities to meet tight deadlines.

Nice To Haves

  • Project Management Professional (PMP) Certification considered an asset.
  • Understanding of business transformation in a public sector is an asset.

Responsibilities

  • Familiar with financial planning, budgeting, and forecasting activities, including the preparation and consolidation of operating and capital budgets. Experienced in Public Budget Formulation (PBF Tool) and CAPTOR reporting, monitoring in-year financial performance, and providing variance analysis along with actionable recommendations to support effective resource management.
  • Develop and implement detailed project plans to support the implementation of the new service delivery model transformation, applying strong project and change management principles.
  • Manage assigned projects and staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Monitor progress of assigned tasks to reduce risks and initiate timely corrective action when required.
  • Conduct research into leading corporate policies and practices, legislation and initiatives by other levels of government.
  • Develop project statement, detailed work plans, project charter, governance structure, schedules, budget and staff resource plans.
  • Develop and implement a Divisional Project Management Framework based on scope and size and complexity of projects.
  • Ensure a common methodology is applied to all related projects including control procedures, change management and quality assurance measures.
  • Supervise the day-to-day operation of any assigned project staff including the scheduling, performance, assigning and reviewing of work.
  • Establish program goals and objectives, develop project control procedures and quality assurance measures and mechanisms for the project.
  • Establish an effective and collaborative working relationship with the division's senior management team and management staff, staff from other City divisions and stakeholders. Collaborate and integrate efforts with other City wide projects and initiatives.
  • Develop a divisional risk plan and mitigation.
  • Provide advice and direction in business transformation, business analysis, process design, process improvement and data management including agile, customer-centric, and collaborative design approaches.
  • Manage staff teams in the design, planning, organizing and implementation of the project. Resolve conflicts and mediates disagreements between project members.
  • Provide leadership and direction to sub-projects related to implementation and options, project risks and issues, removal of roadblocks, etc.
  • Liaise with relevant stakeholders regarding labour relations matters as required with implementation of project including issue resolution where appropriate.
  • Oversee long-term staff accommodation plan to meet the business needs of the Division and alignment with other divisional reviews.
  • Engage and consult with internal and/or external stakeholders, facilitating internal workgroup meetings to ensure opportunities for input.
  • Participate in events hosted by partner divisions to bring awareness of the Division's transformation.
  • Prepare and present project progress reports regularly to senior leaders, project director, clients and other stakeholders and staff.
  • Assist in the preparation of necessary reports to Committee and Council.
  • Develop and coordinates new Service Level Agreements, Project Charters and other Inter-Divisional Agreements with internal and external clients.
