  • Approve or reject telecom and fiber designs, deviations, and substitutions against approved standards; maintain technical exception records and remediation conditions.
  • Run 30%, 60%, 90%, and IFC design reviews for every campus; ensure construction packages are not released and carrier orders are not placed before the required gate is passed.
  • Set and track engineering KPIs, including standards compliance, RFI and change-order reduction, first-pass test acceptance, documentation completeness, and turnover quality.
  • Lead engineering reviews of OSP and ISP fiber infrastructure, including carrier connectivity, campus and inter-building connectivity, and fiber serving compute, enterprise, and operational technology networks.
  • Establish fiber-count and capacity requirements based on demand, redundancy, customer growth, and future expansion; own spare-capacity strategy for strands, panel ports, pathways, and telecommunications spaces.
  • Set fiber-loss budgets, optical performance requirements, standardized distribution and patching architectures, and splice-versus-patch decisions.
  • Set standards for carrier entrance facilities, meet-me rooms, duct banks, manholes, handholes, and diverse building entrances.
  • Define physical-diversity and shared-risk criteria for candidate routes and review route packages for compliance.
