About The Position

Under the supervision of the Deputy Associate Commissioner (DAC) of Regional Operations for Child Care Regulation (CCR) in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Senior Project Coordinator performs highly advanced (senior-level) consultation and technical assistance work associated with Day Care, Residential Care, and Heightened Monitoring operations. Work involves planning, developing, coordinating, and implementing major CCR and Regional Operations projects and providing consultative oversight and project technical assistance to Regional Operations staff, other areas of HHSC leadership, community organizations, and the public. The Senior Project Coordinator leads and assists with organization of systems to ensure the success of the CCR DAC of Regional Operations in daily work, projects, initiatives, and presentations. This position will provide direct support to tasks completed by the DAC including but not limited to process improvements for CCR. This position will work closely with all Regional Operations and CCR staff and is responsible for building strong collaborative relationships with other areas within CCR. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of state and federal laws, regulations, policies, rules, and requirements affecting operations of the Child Care Regulation Department.
  • Knowledge of project management processes and techniques.
  • Skilled in ability to effectively manage competing priorities.
  • Skilled in organizational systems and/or tracking systems for successful project outcomes.
  • Ability to gather, assemble, correlate, and analyze facts.
  • Ability to think strategically and devise solutions to problems.
  • Ability to prepare reports.

  • Ability to communicate effectively verbally and in writing.

  • Ability to travel statewide to lead projects (20%)
  • Project management experience required.
  • Experience in writing, formatting, and/or editing large documents.

Responsibilities

  • Develops schedules related to projects, monitors project activities, coordinates meetings, leads and/or participates in workgroups for Regional Operations.
  • Creates and updates tracking logs for CCR projects related to Regional Operations.
  • Identifies and resolves challenges to successfully complete initiatives while maintaining ongoing clear communication with DAC and Directors of Field (DoF).
  • Assists in the success of CCR and Regional Operations goals and objectives while assisting with coordinating and overseeing transformation activities, including process improvements, for Regional Operations.
  • Develops and implements effective change techniques for evaluating agency processes, identifying the need for new processes and/or change to existing processes, and provides guidance to staff in the development and implementation of new methods and procedures.
  • Analyzes data, trends, and other reports to identify and plan improvements to the CCR program.
  • Ensures policy compliance by identifying and solving policy compliance issues.
  • Leads the development and tracks progress of multiple initiatives, ensures project management accountability tools and documents are updated to reflect current project status, and attends initiative-related meetings.
  • Reports and presents information related to program initiatives and process improvements to various levels of leadership.
  • Coordinates Regional Operations responses for legislative and media inquiries.
  • Provides clear written and verbal communication to all Regional Operations staff as needed on behalf of the DAC.
  • Performs related work as assigned which may include but is not limited to actively participating and/or serving in a supportive role to the DAC.
