About The Position

OCT Consulting is seeking a Senior General or Operations Manager to support our federal client in Washington, DC. This role involves providing leadership in program specifications, meeting project objectives, implementing operational requirements, conducting analysis, assisting clients, ensuring deliverable quality, coordinating work efforts, resolving problems, reporting to senior leadership, and managing junior consultants. The position requires U.S. Citizenship, a Bachelor's degree, a minimum of ten years of relevant experience (with at least five years supporting federal government agencies), and an active Project Management Professional (PMP) certification. Candidates must also be able to undergo a Tier 2 background investigation for Common Access Card (CAC) issuance. The role is primarily on-site in Washington, DC, with potential for situational remote work.

Requirements

  • Must be a U.S. Citizen or Legal Permanent Resident.
  • A Bachelor’s degree (BA/BS) is required.
  • A minimum of ten (10) years of relevant experience is required.
  • Relevant experience includes program/project management, talent acquisition, facilitation, program management toolset implementation, and organizational transformational efforts.
  • Of the required years of experience, at least five (5) years must be in support of federal government agencies.
  • An active Project Management Professional (PMP) certification is strictly required.
  • Must be able to undergo and successfully complete a Homeland Security Presidential Directive (HSPD)-12 qualifying Tier 2 background investigation for Common Access Card (CAC) issuance.

Nice To Haves

  • Experience with the USCG or DHS is preferred.

Responsibilities

  • Provide leadership in defining program specifications.

  • Ensure timely problem resolution and total customer satisfaction.
  • Report to Senior leadership as needed.
  • Manage and oversee junior consultants.
