About The Position

This position is contingent on award of contract. The role involves providing senior-level program and project management support to the US Forest Service George Washington and Jefferson (GWJ) National Forest, specifically for recovery efforts related to Hurricane Helene. The Senior Program Manager will be responsible for managing project staff, ensuring quality deliverables, and developing/executing a Program Management Office (PMO). The position requires remote work but necessitates being domiciled in the Roanoke, VA commuting area for frequent on-site meetings with US Forest Service staff.

Requirements

  • A minimum of a bachelor’s degree.
  • Ten years of experience in Program and Project Management.
  • Project Management Institute PMP required.
  • Proof of U.S. citizenship or authorization to work in the U.S.
  • Experience managing a team to support project objectives.
  • Must possess a good command of the English language.
  • Must have effective communication and interpersonal skills.
  • Must have the ability to speak effectively before groups of customers or employees of the organization.
  • Must possess problem solving skills and critical thinking.
  • Fluency with computers and familiarity with a wide range of software and general office equipment.

Nice To Haves

  • Natural Resources or Business preferred.
  • Experience with US Forest Service or other federal agencies involved in disaster recovery support efforts is preferred.
  • Experience with ESRI products is preferred.
  • Preferred experience with interpretation and implementation of policy related to Forest Service land management planning.
  • Experience with disaster recovery efforts preferred.
  • Experience with ESRI products preferred.

Responsibilities

  • Establish, implement and maintain a comprehensive Program Management Organization (PMO) for dedicated support to GWJ disaster recovery.
  • Develop, establish and facilitate a schedule of internal coordination and external partner coordination meetings needed to manage all planned disaster recovery work.
  • Establish and maintain a PMO dashboard.
  • Provide overall management functions to staff supporting data management services, development of a comprehensive disaster recovery geodatabase, or geodatabases, and/or maintenance of existing databases.
  • Provide overall support for the development and management of financial instruments (contracts, agreements, etc.).
  • Provide training for GWJ employees in project management.
  • Establish, organize, and implement a common operating framework for the Virginia Disaster Recovery Partnership (VDRP).
  • Other PM duties as assigned.
