About The Position

Procurement Services supports the Government of Alberta’s Ministry of Justice, one of the most complex and high impact ministries in the Government of Alberta. The ministry’s work spans a diverse set of justice programs and services and requires close collaboration with partners across the justice system, including courts, tribunals, criminal justice services, health, family justice, and other stakeholders. Requirements

  • University degree in a related field (e.g. Business Management, Commerce, Supply Chain Management) and a minimum of 4 years progressively responsible procurement-related experience.

  • Experience managing and facilitating end‑to‑end competitive procurement processes for goods and services, including solicitation development, evaluation planning and support, and contract award.
  • Ability to provide expert advice and guidance to stakeholders and program areas on procurement process, risk and compliance.
  • Strong written communication skills demonstrated through the preparation of procurement documents (e.g., RFQs, RFPs) and related materials.
  • Proven ability to work independently, exercise sound professional judgment, and identify and mitigate procurement‑related risks.

Nice To Haves

  • Professional procurement certification (e.g., SCMP, NIGP – CPPB/CPPO)
  • Experience in a public‑sector, broader public‑sector, or highly regulated environment.
  • Experience with complex and/or high-risk procurements.
  • Experience mentoring or providing informal guidance to colleagues.
  • Experience contributing to the development or improvement of procurement policies, procedures, or templates.
  • Experience supporting contract administration activities, policies and procedures.
  • Demonstrated experience interpreting and applying procurement legislation, regulations, policies, and trade agreements in a public‑sector environment.
  • Strong analytical, research, and problem‑solving skills, including recommending solutions to complex issues involving multiple stakeholders.
  • Experience in project coordination or management, including strong organizational skills and the ability to manage competing priorities.
  • Proficiency with common business and procurement systems, including Microsoft Office, Adobe Pro, and enterprise ERP / procurement systems.

Responsibilities

  • Leading and facilitating competitive procurement processes for goods and services, from planning through to contract award, in accordance with applicable legislation, policies, procedures, and trade agreements.
  • Developing and managing RFx processes, including Requests for Proposals (RFPs), Pre‑Qualification Requests (PQRs), Requests for Quotes (RFQs), and Requests for Information (RFIs).
  • Providing expert procurement advice and guidance to program areas and stakeholders on process, compliance considerations, and procurement‑related risk.
  • Facilitating evaluation planning and consensus meetings, supporting fairness, consistency, and the absence of bias, without acting as an evaluator.
  • Building and maintaining effective working relationships with internal stakeholders and external partners, including the vendor community.
  • Promoting best practices and continuous improvement, contributing to the development and enhancement of procurement processes, tools, and procedures.
  • Providing mentorship and informal guidance to team members to support knowledge‑sharing and professional development.
  • Supporting contract administration activities by creating and updating contract workspaces within the Enterprise Resource Planning (ERP) system (1GX) following contract and amendment execution.
