About The Position

The World Bank Group (WBG) is a global leader in development finance, working across 145 countries to address pressing development challenges, particularly in human development (HD). The HD Vice Presidency (HDVP) focuses on education, health, nutrition, population, social protection, jobs, and gender, aiming to end extreme poverty and raise shared prosperity. The Health Department specifically supports countries in achieving Universal Health Coverage (UHC) by strengthening primary health care systems. The Global Financing Facility for Women, Children and Adolescents (GFF), housed at the World Bank, is a multi-stakeholder partnership dedicated to improving the health and nutrition of women, children, and adolescents in low and lower-middle income countries. The GFF mobilizes catalytic financing and technical assistance to support national health plans, focusing on reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH-N) through strengthened primary health care systems. This role is within the GFF secretariat, which works to deliver on GFF objectives by developing investment cases, managing the GFF Trust Fund, providing technical assistance, and supporting governance mechanisms.

Requirements

  • Masters degree in global health, social science, data science or related field
  • A minimum of 8 years of progressively advanced experience in monitoring, evaluation, and data analysis in low and lower-middle income countries.
  • Demonstrated record as a productive researcher/monitoring & evaluation specialist.
  • Experience producing country profiles based on multiple data sources.
  • Strong familiarity with global estimation processes for women, children, and adolescent health.
  • Familiarity with initiatives to strengthen country analytical capacity.
  • Experience with facilitating uptake and use of data and evidence by diverse stakeholders for action and improvement.
  • Excellent analytical and research skills, including quantitative, qualitative, and mixed methods approaches.
  • Demonstrated adaptiveness and ability to navigate organizational processes to deliver results.
  • Excellent written and oral communication skills in English is required.

Responsibilities

  • Strengthen tracking and analysis of RMNCAH-N intervention coverage, quality, and equity across the GFF portfolio, and their translation into changes in mortality and fertility patterns.
  • Strengthen the process for analyzing standard RMNCAH-N outcome and impact measures annually across the GFF portfolio.
  • Develop timely analytical outputs for GFF portfolio reviews, performance management, strategy stocktaking, and donor reporting.
  • Lead cross-cutting analyses of progress in GFF partner countries and the delivery of the GFF strategy for 2026-2030, linking to new performance management systems.
  • Contribute to Evidence to Action initiatives to strengthen the evidence connecting GFF systems investments with improved RMNCAH-N outcomes.
  • Lead the measurement of RMNCAH-N coverage and equity, supporting GFF partner countries' own analyses.
  • Provide Results Specialist support to GFF country teams in selected countries, assisting with Investment Cases, prioritization, project preparation, progress tracking, and data use for decision-making.
  • Represent GFF in global estimation and accountability processes for RMNCAH-N indicators and facilitate coordination with World Bank units for messaging.
  • Produce equity profiles and RMNCAH-N diagnostics to inform operational shifts, updated and tracked annually.
  • Generate country-specific, topic-specific, and cross-cutting insights on GFF pathways of change, producing briefs and knowledge products.
  • Develop tools and analytics related to demand-side issues, including barriers to care and care-seeking pathways for RMNCAH and nutrition services.
