About The Position

BMA is seeking a Test and Evaluation Specialist to join our team and support the DISA TEC II Program located in Fort Huachuca, AZ. This role involves analyzing the results of software, hardware, or interoperability testing to determine the level of assurance of developed capabilities. The specialist will define the scope, infrastructure, resources, and data sample size needed to adequately demonstrate system requirements, and validate specifications for testability. Responsibilities include developing test plans, making recommendations based on test results, performing various types of testing (developmental, interoperability, operational), and verifying hardware/software compliance with specifications. The role also requires designing data analysis structures, determining appropriate test rigor, developing operations-based testing scenarios, supporting systems integration testing, and evaluating test plans for applicability and completeness. Additionally, the specialist will develop and conduct Test Readiness Reviews, design and document overall program Test & Evaluation strategies, identify infrastructure requirements, manage test assets and personnel, collect and analyze test data, and prepare Test & Evaluation plans and reports in accordance with JITC standards. The position requires translating data and test results into evaluative conclusions, and the ability to read and write automated test procedures and scripts in a supported programming language (e.g., Java, C++) or using common testing tools (e.g., LoadRunner, Selenium). Understanding of computer networking concepts, protocols, security methodologies, and risk management processes is essential. The role is responsible for designing and implementing test procedures to identify non-compliance, recommending adjustments to the T&E process, conducting quality assurance activities, performing audits, and inspecting/testing/measuring data. Findings must be documented, communicated, and reported formally, with anomalies and errors accounted for and potentially analyzed/corrected. Technical writing in accordance with JITC standards and working knowledge of Design of Experiments (DOE) and Science Based Test Design (SBTD) are also required.

Requirements

  • 8 years of specialized and/or military experience.
  • Must have experience in one or all of the fields of Signal Intelligence, Electronic Intelligence and Geospatial Intelligence.
  • Must also possess strong evaluation, report writing skills.
  • Top Secret security clearance requirement.
  • Able to read and write automated test procedures and scripts in a currently supported programming language (e.g., Java C++) and/or using common testing tools (e.g. LoadRunner, Selenium).
  • Understands computer networking concepts and protocols, and networking security methodologies and risk management processes (e.g., methods for assessing and mitigating risk.
  • Technical writing in accordance with JITC standards.
  • Working knowledge of Design of Experiments (DOE) and Science Based Test Design (SBTD) in T & E Approaches.

Nice To Haves

  • Related certification in a Military intelligence field (i.e. SIGINT, ELINT, GEOINT)

  • Recommends adjustments to the T & E process or detailed procedures if appropriate.
  • Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements; conduct audits and reviews/analyzes data and documentation.
  • Relies on manual methods and automated test tools to execute tests, assessments and collect data.
  • Inspects, tests, and measures data that is produced or consumed.
  • Must be able to document, notify, brief, and discuss results.
  • Records all initial findings and documents final test results in a designated formal report.
  • Accounts for anomalies and errors found in testing, notifies customers and management, and may help analyze and/or correct problems.
