About The Position

The Sr. Manager, Technology Operations, Cross-Border Fulfillment & Inventory Strategy will lead the strategy and development of intelligent inventory and fulfillment capabilities that connect seller inventory with customer demand across global markets. This leader will own an end-to-end strategy for determining what inventory should be positioned, where, when, and in quantity to improve delivery speed, inventory productivity, and network economics. They will translate Cross-Border growth plans and customer demand into inventory placement, replenishment, fulfillment, and network requirements, to ensure the capabilities and network Marketplace builds today can support the scale of our business growth. The Cross Border & Seller Delivery Solutions team supports Walmart Marketplace sellers by providing reliable logistics solutions that enhance assortment relevance and delivery experiences. The team focuses on expanding selection, unlocking global demand, and improving delivery speed while upholding Walmart’s Everyday Low Price commitment. This role sits at the intersection of global teams to build cross border capabilities. The leader will partner to develop predictive and optimization solutions that identify demand, prioritize selection, and recommend inventory positioning; to translate insights into scalable solutions; and with Product to turn inventory intelligence into actionable seller guidance.

Requirements

Bachelor's degree in computer science, management information systems, industrial engineering, engineering management, business, information systems, project/program management, information technology, finance, management, or related area and 5 years’ experience in project management, program management, program operations, or related area.
7 years’ experience in project management, program management, program operations, or related area.
2 years’ supervisory experience.

Responsibilities

Own the end-to-end inventory flow strategy and methodology that determines how inventory should be positioned, replenished, and moved across Walmart's fulfillment network to achieve cross-border delivery speed, availability, and economic objectives.
Define the decision frameworks and business logic that determine what inventory should be positioned, where, when, and in what quantity, incorporating customer demand, selection performance, inventory health, fulfillment capacity, transportation constraints, service-level objectives, and business priorities.
Develop scalable inventory placement and replenishment strategies that leverage Walmart's broader fulfillment and supply chain network while addressing the unique requirements of cross-border markets.
Translate Cross-Border growth plans and long-range demand forecasts into inventory, fulfillment, capacity, and network requirements to support AOP, LRP, and future network investment decisions.
Partner with Data Science and Analytics to develop predictive and optimization capabilities that identify cross-border demand, prioritize eligible selection, recommend inventory positioning, and improve allocation and replenishment decisions.
Define the business requirements, decision logic, inputs, constraints, and success measures for models that connect customer demand and selection opportunity with inventory and fulfillment decisions.
Establish a scalable decision framework that incorporates demand signals, inventory productivity, speed opportunity, fulfillment capacity, transportation economics, and other operational constraints to generate actionable inventory recommendations.
Partner with Supply Chain, Fulfillment Services, Transportation, and international teams to define the long-term cross-border fulfillment strategy, including forward deployment, gateway strategy, inventory positioning, replenishment flows, and future node expansion.
Translate Cross-Border volume, geographic demand, and service requirements into actionable inputs for network planning and identify where future Cross-Border growth may materially affect node location, capacity, timing, or investment requirements.
Evaluate how existing and planned enterprise assets can support Cross-Border use cases and identify capability or network gaps that constrain delivery speed, selection availability, or scalable growth.
Identify and define new Fulfillment Services capabilities required to unlock Cross-Border growth, including inventory placement, replenishment, consolidation, gateway, forwarding, and international fulfillment solutions.
Partner with Seller Experience, Product, and Fulfillment Services to translate demand and inventory intelligence into seller-facing capabilities that help sellers make better decisions about what inventory to send, how much to send, when to replenish, and where inventory should be positioned.
Define the seller and operational workflows required to translate inventory recommendations into executable actions across Walmart's fulfillment ecosystem.
Develop the roadmap for scaling new capabilities across Canada, Mexico, future international markets, and in-country fulfillment models.
Own the business architecture and technology requirements required to enable intelligent inventory allocation, replenishment, and Cross-Border fulfillment at scale.
Define the capabilities, system interactions, data requirements, decision services, event triggers, and operational workflows needed to connect demand intelligence with inventory and fulfillment actions.
Partner with Product, Engineering, Data Science, Fulfillment Services, and Supply Chain to translate business problems into scalable technology capabilities and product roadmaps.
Develop the financial methodology to evaluate inventory placement, fulfillment, and network decisions across Cross-Border markets.
Quantify tradeoffs across delivery speed, inventory productivity, transportation cost, fulfillment capacity, seller experience, and incremental growth to inform business and investment decisions.
Partner with Finance to establish cost-to-serve and business-case frameworks for new inventory and fulfillment capabilities, including the economics and scale thresholds required for future network or service investments.
Lead the strategy and execution of Mexico and Canada inventory allocation and fulfillment initiatives, using pilots to validate decision methodologies, operating models, economics, and technology requirements.
Establish reusable capabilities and frameworks that can scale across future Cross-Border markets rather than solving individual market requirements independently.
Provide strategic leadership across Cross-Border, Fulfillment Services, Data Science, Supply Chain, Transportation, Finance, Product, Engineering, and International organizations to align teams around a shared inventory and fulfillment strategy.
Influence senior leaders on strategic tradeoffs, capability investments, network requirements, and prioritization using customer insights, data, financial analysis, and structured recommendations.
Lead Cross-Border inputs into annual planning, business-case development, and investment planning for inventory and fulfillment capabilities.
Own the end-to-end inventory flow methodology that determines how inventory moves across Walmart's supply chain network to achieve cross-border delivery speed objectives.
Define the business logic, decision framework, and inventory movement triggers that determine when inventory should be allocated, replenished, or repositioned across fulfillment centers.
Continuously evolve the methodology by incorporating customer demand, product selection performance, inventory health, fulfillment center capabilities, transportation constraints, and business priorities.
Develop the financial methodology that evaluates the cost and opportunity of inventory allocation decisions across the fulfillment network.
Build financial models that quantify the tradeoffs between delivery speed, inventory investment, transportation costs, fulfillment center capacity, and incremental sales growth.
Establish a cost-to-serve framework that measures the end-to-end economics of inventory positioning and fulfillment center strategies by country, fulfillment node, and inventory flow.
Partner with Finance, Supply Chain, Transportation, and Product teams to develop business cases supporting inventory movement, fulfillment center expansion, and future cross-border investments.
Define financial success metrics and performance reporting that evaluate the return on inventory allocation strategies, including incremental GMV, contribution margin, cost-to-serve, inventory productivity, and network efficiency.
Partner with Supply Chain to define the cross-border fulfillment center strategy, including forward deployment, gateway strategy, inventory positioning, and future node expansion.
Establish the business requirements for fulfillment workflows that support faster inventory availability and scalable international expansion.
Partner with Supply Chain to develop the long-term fulfillment network strategy supporting cross-border growth.
Own the business requirements for the inventory flow across Walmart's supply chain technology ecosystem.
Define the capabilities, system interactions, data requirements, and event triggers needed to support intelligent inventory allocation and fulfillment.
Partner with Product, Engineering, and Supply Chain to translate business requirements into scalable technology capability and product roadmaps.
Lead the strategy and execution of the Mexico and Canada inventory allocation, using pilot learnings to validate and refine the inventory flow methodology for global expansion.
Develop the roadmap to scale inventory allocation capabilities across Canada, future international markets, FTZ operations, and in-country WFS.
Identify capability gaps and define scalable solutions that improve delivery speed and network performance.
Provide strategic leadership across Cross Border, WFS, Transportation, Supply Chain, Marketplace, Product, Engineering, and International organizations to ensure alignment on the enterprise inventory flow strategy.
Establish governance, operating mechanisms, and performance metrics that enable consistent execution and long-term scalability.
Lead annual planning, AOP, LRP, business case development, and investment strategies supporting cross-border fulfillment and network optimization.
