About The Position

This role is for a subject matter expert in Supply Chain acquisition, responsible for leading all aspects from proposal to program award and execution. The position involves market analysis, strategic sourcing, and managing business unit performance in terms of cost, schedule, and technical objectives. Key responsibilities include ensuring on-time delivery, exceptional quality, and affordability, while monitoring project issues and developing resolutions. The role also supports product development, proposal activities, and manages the impact of engineering changes on the supply chain. A strong understanding of baseline-centric execution, change management, and project/budget monitoring is required. The Senior Manager will develop and maintain strategic supplier relationships to meet corporate goals for sales, orders, and profit, and will integrate the supply chain team into program development and execution through cross-functional collaboration. This individual will lead, motivate, and develop a diverse team of Supply Chain Professionals, driving supply chain transformation and improvement projects with a hands-on, cross-functional approach to identify pain points and drive best-in-class processes and efficiencies. Responsibilities also include staffing, recruiting, training, talent development, engagement, and retention. Negotiation expertise for various contract vehicles and the establishment and management of major contractual milestones are critical. The role requires applying innovation to solve complex problems, identifying supplier performance improvements and cost reductions, and initiating corrective actions. Timely and accurate Supply Chain status reporting to management and customers is essential. The position involves up to 25% travel to suppliers nationwide and regular travel to Fort Wayne, IN.

Requirements

  • Bachelor’s Degree with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
  • Active Secret Clearance required.
  • Subject matter expert with knowledge of job area and in-depth knowledge of project management.
  • Strong understanding of baseline centric execution and Change Management.
  • Ability to review status of projects, budgets, forecasts, EVMS; prepare status reports.
  • Strong ability to manage cross-functional relationships.
  • Must have functional and operational experience in the Supply Chain Management and Operations domains who can understand, analyze and define business requirements.
  • Must be able to communicate effectively with a wide array of professional levels and functions.
  • Ability to work as an effective leader, while maintaining a “team” mentality in a fast-paced, changing environment.
  • Provide input on talent and performance management decisions for team.
  • Ability to navigate FAR/DFARS regulations and internal procedures for compliance.

Nice To Haves

  • Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)

Responsibilities

  • Lead all aspects of the Supply Chain acquisition process from proposal stage through Program award and execution.
  • Analyze markets and perform strategic sourcing to align with business goals.
  • Manage Business Unit cost, schedule, and technical performance, ensuring L3Harris and Customer objectives are achieved.
  • Monitor & assess project issues and develop mechanisms & resolutions to meet goals.
  • Determine feasibility of material, components, specifications or requirements and support product development activities.
  • Support proposal activities and assess engineering change impacts to supply chain.
  • Develop, maintain, and manage strategic relationships with suppliers to achieve Program, Customer and Corporate goals for sales, orders and profit.
  • Manage cross-functional relationships to integrate the supply chain team into program development and execution.
  • Lead, motivate, and develop a diverse team of Supply Chain Professionals.
  • Develop, drive, and execute supply chain transformation and improvement projects.
  • Use hands-on, cross-functional approaches to identify pain points and drive improvements.
  • Drive best-in-class supply chain processes and efficiencies.
  • Responsible for staffing, recruiting, training, talent development, engagement & retention of employees.
  • Negotiate contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, Non-Disclosure Agreements and Sole Source Agreements.
  • Establish & manage major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program.
  • Analyze supplier capacity and capabilities, ensuring supplier ability to supply parts with on-going adjustment of material flow for adequate line fill and inventory optimization.
  • Apply ingenuity and innovation to develop and implement solutions to complex problems.
  • Identify areas for supplier performance improvement and cost reduction.
  • Initiate corrective action measures when necessary.
  • Provide timely and accurate Supply Chain status appropriate to various levels of L3Harris Management and external customers.
  • Lead, direct, and review the work of direct report(s) to maintain workflow and productivity and ensure weekly objectives are achieved.
  • Manage department and program budgets and support explanation of variances in monthly performance.
  • Support Small Business initiatives.
  • Generate spending plans, payment forecasts, and variance reports.
  • Follow strategic direction set by Program and functional leadership.
