About The Position

The Senior Manager, Data Strategy and Analytics leads GO-SEMI’s data strategy and translates complex information into practical guidance for New York’s semiconductor expansion. Reporting directly to the Director of Strategy & Operations, the role establishes reliable data across GO-SEMI programs and develops analysis to help leadership prioritize investments, identify delivery risks, and assess results. It combines hands-on business intelligence and CRM expertise with analytical judgment and the ability to explain findings to non-technical audiences. The Manager shapes GO-SEMI’s analytics roadmap and works closely with program leaders, ESD Information Technology (IT), GIS specialists, and external partners. The portfolio includes workforce development, site readiness and infrastructure, business recruitment, supply chain expansion, supplier readiness, Green CHIPS, SGAP, and emerging initiatives. Microsoft Dynamics 365 and Microsoft Power BI are core tools. The role connects information across programs to show where needs are growing, where delivery is falling behind, and which interventions warrant attention. This position requires in-office presence. Hybrid work schedules may be possible based on specific job duties and consistent with ESD policy. Applicants must submit a cover letter with their resume to be considered.

Requirements

  • Bachelor’s degree in data analytics, information systems, computer science, statistics, GIS, economics, public policy, or a related field; an equivalent combination of relevant education and demonstrated professional experience may be considered, subject to ESD hiring requirements.
  • At least 5 years of progressively responsible experience in business intelligence, data analytics, CRM implementation, or related work, including leading a significant reporting or systems initiative.
  • Demonstrated ability to build useful dashboards, improve data quality, and translate analysis into recommendations for non-technical decision-makers.
  • Hands-on experience configuring, supporting, or implementing an enterprise CRM and connecting it to reporting workflows.
  • Ability to define data requirements and work effectively with IT and vendors.
  • Strong Power BI skills, including data modeling, DAX, drill-through reporting, and appropriate access controls.
  • Proficiency in SQL and relational data concepts.
  • Experience documenting analytical methods, testing data quality, and clearly presenting findings and limitations.
  • Ability to manage competing priorities, lead delivery across program and technical teams, train users, and communicate concise recommendations to senior leadership.
  • Sound judgment in handling confidential company and participant information.
  • Applicants must submit a cover letter with their resume to be considered.

Nice To Haves

  • Dynamics 365 experience; candidates with comparable platform experience should demonstrate the ability to become proficient in ESD’s environment.
  • Experience with Dynamics 365 or Dataverse.
  • Experience with ArcGIS Pro or ArcGIS Online.
  • Experience with APIs and data integration.
  • Experience with Python or R.
  • Experience with scenario analysis.
  • Experience in economic development, capital projects, workforce programs, or semiconductor-related industries.

Responsibilities

  • Develop and maintain a prioritized data and reporting roadmap with leadership, translating program needs into defined deliverables and recommending staffing, vendor support, and tools.
  • Link company and project records across recruitment, supplier readiness, sites, and workforce programs to identify overlapping demand, service gaps, and dependencies.
  • Define data requirements and acceptance criteria for the Connectivity Portal and other partner systems, coordinating integrations, data-sharing arrangements, identifiers, and validation with IT and vendors.
  • Build Power BI dashboards and concise executive analyses connecting recruitment pipelines, project milestones, site readiness, supplier participation, workforce needs, and program expenditures.
  • Agree on KPI definitions, baselines, targets, and reporting frequency with program owners; distinguish commitments, obligations, disbursements, and verified outcomes, and document methods to prevent double counting.
  • Create accessible reporting templates and guidance for staff, with appropriate access controls and separation of reporting from source-data editing in coordination with IT.
  • Establish reliable monthly, quarterly, and annual snapshots and change histories with IT and platform specialists to support comparisons over time and reproduce previously reported figures.
  • Develop relational and Power BI data models, including DAX measures, and document source systems, refresh schedules, and limitations.
  • Analyze the effects of fab schedules and supplier activity on workforce demand, site and utility readiness, and program delivery; develop scenarios, state assumptions and uncertainty, and flag bottlenecks and emerging gaps.
  • Serve as business owner and technical lead for GO-SEMI CRM and analytics requirements; maintain an enhancement backlog and coordinate delivery with ESD IT, Dynamics 365 specialists, and consultants.
  • Configure and improve GO-SEMI workflows, fields, reporting, and data validation within approved access and change-management procedures; coordinate specialist implementation and testing for complex integrations and schema changes.
  • Develop the data structure, collection workflows, and reporting tools for annual Green CHIPS reporting with program, finance, and legal staff; maintain supporting evidence and audit trails.
  • Coordinate permissions, retention, secure sharing, and approval of external reporting with IT and legal staff; define refresh schedules and escalation procedures and show information dates and reliability in leadership reports.
  • Establish a common data dictionary, unique identifiers, source-of-record rules, and quality checks; assign data owners and update expectations, track missing or stale information, and reconcile discrepancies.
  • Work with GIS staff and program experts to analyze site readiness, supplier locations, workforce access, and infrastructure constraints, connecting geographic information to site requirements and readiness scorecards.
  • Connect authoritative GIS datasets with CRM records and Power BI reporting, maintaining consistent site identifiers, source dates, and geographic definitions with controls for sensitive information.
  • Lead business user acceptance testing for workflows, dashboards, and integrations; agree on acceptance criteria, test data accuracy and permissions, and document issues before release.
  • Simplify data collection and recurring reporting through reusable workflows and automation; evaluate emerging tools, including AI-assisted analysis, through approved processes and safeguards.
  • Train staff and partners on data entry, interpretation, and reporting; maintain practical documentation, measure adoption, and design repeatable processes others can support.
  • Perform other related technical, analytical, or data-driven duties assigned by leadership to support GO-SEMI and Empire State Development priorities.
