About The Position

The Newport Beach Municipal Operations Department is seeking a motivated, detail-oriented Senior Management Analyst assigned to Trash & Recycle. The position serves as the Trash & Recycle Division’s technical expert and provides direct supervision and leadership to the team. It oversees administration of the division’s work plan and methods, assigns work activities, projects, and programs, monitors contractors performing refuse collection for the City, and implements policies and procedures to maintain compliance with California State and Orange County waste-disposal mandates. The position also inspects work sites, collection routes, and collections before, during, and after completion to ensure work is performed satisfactorily and thoroughly. A combination of education and experience that provides the required knowledge and abilities may qualify. A typical qualification is four years of increasingly responsible professional-level administrative experience and education equivalent to a bachelor’s degree in business, public administration, economics, or a related field. Public-sector experience is highly desirable. A valid and appropriate California driver’s license and an acceptable driving record are required because some field duties involve operating a personal or City vehicle. Work is performed in an office and may involve occasional travel to off-site facilities. The role may be exposed to outdoor temperatures and inclement weather, equipment noise and vibration, vehicle or chemical fumes, cleaning solvents and grease, machinery and moving parts, dust, and water or moisture. City employees are designated disaster service workers and may be asked to respond in the event of a disaster. Candidates must successfully complete a thorough background review, including fingerprinting by the Newport Beach Police Department. The position may work a 5/40 or 9/80 schedule. The City offers a benefit package and California Public Employees’ Retirement System (CalPERS) membership. The employee contributes 8% of pay, or half the normal cost, whichever is higher, toward the retirement benefit. The eligibility list from this recruitment may be used to fill future Senior Management Analyst vacancies throughout the City.
