About The Position

This position is with the Florida Department of Agriculture and Consumer Services, Commissioner's Office. It is an open competitive opportunity. The Senior Management Analyst I will be responsible for reviewing and analyzing budget requests, monitoring division budgets for financial compliance, approving contracts and purchase orders, assisting in the development of the Fixed Capital Outlay (FCO) Budget Request, and maintaining the Federal Grants Tracking System.

Requirements

  • A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in management analysis, program planning, program research, program evaluation, accounting, or budgeting; or
  • A bachelor's degree from an accredited college or university and three (3) years of professional experience in management analysis, program planning, program research, program evaluation, accounting, or budgeting; or
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Requires possession of a valid driver license.

Responsibilities

  • In coordination with the Financial Administrator, reviews Governor's Office Planning and Budgeting Instructions for preparation of the Legislative Budget Request (LBR); reviews and analyzes department LBR; inputs LBR into the LAS/PBS system; reviews various LAS/PBS budgeting exhibits and schedules.
  • Assists assigned divisions with budget monitoring to ensure financial compliance by reviewing various financial reports, including but not limited to expense projections, salaries and benefits projections and non-operating expenditures. Assists with preparing requests, tracking status and ensuring completion of budget amendments, five percent transfers and additional rate as needed.
  • Reviews and approves contracts and purchase orders in AIMS workflow for the office.
  • Assists in the development of the Department’s Fixed Capital Outlay (FCO) Budget Request; reviews Governor’s Office of Planning and Budgeting Instructions for preparation of the Legislative Budgeting Schedules; enters FCO information into the LAS/PBS system; checks Capital Improvement Forms (CIPs) for accuracy; compiles necessary data and assembles FCO for submission to the Governor’s Office, House and Senate.
  • In conjunction with the Bureau of Finance and Accounting, maintains the Federal Grants Tracking System and ensures that grant reporting complies with the requirements of the system.
