The Office of the Child Advocate (OCA) is an independent executive branch agency with oversight and ombudsperson responsibilities, established by the Massachusetts Legislature in 2008. The OCA's mission is to ensure that children receive appropriate, timely, and quality state services, with a particular focus on ensuring that the Commonwealth's most vulnerable and at-risk children can thrive. Through collaboration with public and private stakeholders, the OCA identifies gaps in state services and recommends improvements in policy, practice, regulation and/or law. The OCA also serves as a resource for families who are receiving, or are eligible to receive, services from the Commonwealth. Working under the supervision of the OCA’s General Counsel, the Senior Legal Counsel (SLC) provides structured thinking on legal and policy issues arising from the execution of the OCA’s mission. The SLC provides consultation to OCA staff on matters related to the OCA’s oversight responsibilities as well as consultation on issues brought to the agency’s attention. The SLC will support the General Counsel in the management of interagency initiatives and projects. The OCA is seeking an attorney who has competence in issues related to education (particularly special education) to contribute to the OCA’s subject-matter expertise. Additionally, this SLC position will provide support to the OCA’s Center on Child Wellbeing and Trauma (CCWT). CCWT is a unit of the OCA that supports state agencies and their community-based partners in their journey towards becoming trauma-informed and responsive through the creation and delivery of in-person and virtual trainings.
