About The Position

GovCIO is seeking a highly experienced Senior IBM Datacap Technical Architect / Hands-On Subject Matter Expert to provide technical leadership, application development, architecture assessment, production troubleshooting, and ongoing engineering support for an enterprise IBM Datacap environment integrated with IBM FileNet Content Manager and other enterprise systems. The role requires deep, hands-on expertise with IBM Datacap 9.x, including Rule Runner, Taskmaster/TMS, Web Taskmaster (WTM), NScan, Datacap Studio, application rulesets, custom actions, document processing, database connectivity, and FileNet integration. The successful candidate will independently diagnose complex, cross-platform production issues, determine root causes, implement corrective solutions, and improve reliability, performance, scalability, and maintainability. This is an active technical architect role—not primarily an advisory, management, or general administration position—and includes application configuration, development, troubleshooting, scripting, technical testing, and production incident resolution. The position collaborates across the technical stack with Oracle DBAs, Windows and infrastructure engineers, FileNet administrators, security teams, application developers, and IBM Support. Responsibilities span Datacap architecture and application development, production stability, Oracle and FileNet integration, Windows infrastructure and security, Tier 3 incident management, root-cause analysis, testing, deployment, and operational improvement. The role also supports modernization and transition from legacy FileNet Capture functionality to IBM Datacap.

Requirements

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent professional experience with 12 years (or commensurate experience).
  • 10+ years of relevant enterprise application development, integration, or technical engineering experience.
  • 8+ years of direct, hands-on IBM Datacap development, configuration, administration, and troubleshooting experience, including enterprise production support.
  • Demonstrated expertise with IBM Datacap 9.x, preferably 9.1.x, including Datacap Studio, Rule Runner, Taskmaster/TMS, WTM, NScan, Datacap Server, and Application Manager.
  • Proven experience designing and supporting distributed, multi-server Datacap environments.
  • Strong hands-on development experience with Datacap rulesets, workflows, custom actions, scripting, and exception handling.
  • Demonstrated experience integrating Datacap with IBM FileNet P8/Content Engine, including document export, metadata mapping, document identification, and troubleshooting.
  • Strong SQL and relational database experience, including Oracle and Microsoft SQL Server.
  • Ability to troubleshoot Oracle database connectivity, application/database interaction, client configurations, and recovery behavior.
  • Strong Windows Server, IIS, Windows services, service-account, permissions, shared-storage, and configuration troubleshooting experience.
  • Strong understanding of OCR/ICR, document conversion, image processing, PDF/TIFF handling, barcode recognition, document classification, and verification.
  • Proficiency in C#/.NET, VBScript and/or VB.NET, JavaScript, SQL, and applicable scripting technologies.
  • Demonstrated ability to troubleshoot complex production incidents using logs, transaction tracing, performance metrics, and structured root-cause analysis.
  • Experience with performance tuning, capacity planning, concurrent processing, resource utilization, and application resiliency.
  • Experience implementing technical fixes, testing corrective actions, and supporting controlled production releases.
  • Strong technical communication skills and ability to explain complex incidents, technical findings, and corrective actions to engineers, leadership, and customers.
  • Ability to independently own technical investigations and deliver working solutions rather than relying exclusively on vendor support or infrastructure teams.
  • Must be able to attain/maintain a PBGC Public Trust clearance.

Nice To Haves

  • IBM Datacap Developer, Administrator, Deployment, or Solution Designer certification.
  • Significant experience with IBM Datacap 9.1.9.
  • Experience with IBM FileNet 5.5/5.6 and IBM Content Navigator.
  • Experience supporting Datacap in Azure-hosted Windows environments.
  • Experience with Oracle Database 19c and Oracle client/network connectivity troubleshooting.
  • Experience diagnosing connection pooling, session termination, and application recovery issues.
  • Experience with IBM FileNet Capture modernization or migration.
  • Experience with high-volume document capture, distributed processing, and high-availability implementations.
  • Experience troubleshooting cross-platform integration issues involving web services, REST/SOAP APIs, and downstream enterprise applications.
  • Experience engaging IBM Support on complex product defects and independently reproducing and validating vendor fixes.
  • Experience in federal government or regulated environments with formal change management, configuration control, auditability, and separation of duties.

Responsibilities

  • Serve as the senior technical authority for IBM Datacap architecture, application design, configuration, development, integration, and operational reliability.
  • Assess existing Datacap implementations for design weaknesses, configuration issues, processing bottlenecks, and opportunities to improve resiliency and maintainability.
  • Design, configure, and troubleshoot distributed Datacap environments, including Rule Runner, Taskmaster/TMS, WTM, Datacap Server, and associated components.
  • Evaluate server-role separation, component dependencies, service configuration, high availability, fault isolation, and recovery mechanisms.
  • Assess CPU, memory, disk I/O, network, database connections, Rule Runner threads, and concurrent processing capacity; establish performance baselines and capacity and scalability recommendations.
  • Provide technical direction, engineering standards, and mentoring while remaining directly responsible for hands-on technical work.
  • Design, develop, maintain, and troubleshoot Datacap applications, workflows, rulesets, scripts, custom actions, and processing logic.
  • Support the document-processing lifecycle, including scanning and upload, NScan, conversion, image enhancement, OCR/ICR, PageID, identification, classification, splitting, indexing, verification, export, and downstream integration.
  • Develop and troubleshoot custom actions using C#, VB.NET, VBScript, JavaScript, SQL, and applicable Datacap tools.
  • Investigate document conversion and file-format issues, PDF/TIFF processing, barcode recognition, document splitting, and missing or corrupted processing artifacts.
  • Troubleshoot NScan preview, image rendering, document navigation, indexing, and verification behavior.
  • Implement validation, exception handling, error logging, recovery, and processing safeguards; ensure failed or invalid processing is stopped or routed for correction.
  • Diagnose recurring production failures involving Rule Runner, Taskmaster/TMS, WTM, and related Datacap services.
  • Investigate pending, running, stalled, aborted, and partially completed batches to identify the failure point.
  • Troubleshoot Rule Runner thread configuration, task assignments, resource utilization, workflow execution, and processing bottlenecks.
  • Investigate service instability, hung threads, unexpected service termination, and failures following restarts; evaluate batch recovery, retries, restart sequencing, and safe resumption.
  • Correlate batch-level, thread-level, application, Windows, database, and infrastructure evidence to isolate root causes and implement permanent corrective actions.
  • Troubleshoot Datacap database interactions, connectivity, SQL execution, configuration, and processing dependencies.
  • Investigate Oracle connectivity failures, including ORA-03113, terminated idle sessions, stale connections, timeouts, and application reconnection behavior.
  • Assess Oracle client configurations, TNS settings, connectivity parameters, permissions, grants, and service-account dependencies; work with Oracle DBAs on database and application interaction issues.
  • Develop and troubleshoot SQL queries, stored procedures, validation logic, metadata updates, and data reconciliation processes.
  • Diagnose field-length mismatches, data-type conflicts, missing updates, and failed downstream database write-back; develop controlled, auditable correction and recovery procedures as needed.
  • Develop, maintain, and troubleshoot integrations between Datacap and IBM FileNet P8/Content Engine.
  • Support document export and commit, object-store integration, document classes and types, metadata mapping, and document ID generation and write-back.
