About The Position

Under general supervision, this role involves supervising, coordinating, and performing complex Human Resources administrative functions and payroll processing work. The position supports a municipal public safety department and requires a thorough understanding of labor contracts, government regulations, and City policies. It also involves technical duties related to the selection and testing process, and potentially supervising or serving as a lead worker to assigned personnel.

Requirements

  • High School diploma or GED or higher
  • Five (5) years clerical administrative experience
  • Three (3) years of paraprofessional human resources experience
  • MOS Codes: 42A (Army), 003759 (Navy)

  • Experience with municipal public safety department HR and payroll
  • Knowledge of collective bargaining agreements (CBAs) and associated memoranda of understanding (MOUs)

Responsibilities

  • Coordinate human resource administrative activities, including processing bi-weekly payroll and ensuring timely submission of payroll data.
  • Adjust supplemental pay and benefits for employees receiving workers’ compensation benefits.
  • Devise and implement systems for timely processing of new hires, terminations, and status changes.
  • Coordinate recruitment activities, including processing personnel requisitions, ensuring accurate eligibility lists, and scheduling interviews.
  • Ensure proper selection policies and procedures are followed during the interviewing, selection, and hiring process.
  • Prepare employee data change forms and ensure timely submission of personnel and payroll information for retiring employees.
  • Review intricate payroll records, prepare payroll, and provide human resources support, ensuring compliance with labor contracts, regulations, and policies.
  • Review dual departmental payrolls for accuracy and compliance with collective bargaining agreements, MOUs, federal and state laws (e.g., FLSA, FMLA), Civil Service Rules, and City policies.
  • Secure guidance from relevant staff regarding questionable actions or discrepancies.
  • Review corrections to earnings, benefits, and leave accruals and balances, and document reconciliation for audits.
  • Monitor adjustment forms for various pay and work time changes (e.g., pay increases, longevity, demotion, promotion, overtime).
  • Assist employees with various leave issues (sick, personal, vacation, civic, unpaid).
  • Monitor internal and external correspondence concerning payroll-related issues.
  • Prepare travel requests and reconcile travel expenses.
  • Develop and conduct trainings for supervisors and employees.
  • Monitor and coordinate the human resources information system, including software upgrades, system improvements, and problem resolution.
  • Write user instruction manuals, conduct user training, and control user security for the HRIS.
  • Provide monthly and annual deadline calendars and ad hoc/recurring reports to management.
  • Perform technical duties in support of the selection and testing function, including reviewing applications, researching personnel records, administering examinations, creating eligible lists, ranking candidates, and sending pass/fail notices.
  • Coordinate medical physicals and drug screening.
  • Respond to inquiries or complaints from applicants or candidates.
  • Represent the department and provide technical information and guidance on assigned functions.
  • Maintain historical records and prepare correspondence to applicants, employees, and others.
  • Prepare activity reports on selection and testing, HRIS issues, and other activities.
  • Gather data to prepare reports and compose correspondence for management signature.
  • Make recommendations for more efficient delivery of services.
  • Supervise or serve as a designated lead worker to assigned personnel, including meeting with staff, prioritizing activities, instructing, reviewing work, appraising performance, providing training, enforcing rules, counseling, motivating, and maintaining harmony.
  • Interview applicants and recommend hires, terminations, transfers, disciplinary actions, payroll, leave, merit pay, or other employee status changes.
