About The Position

The Senior HSE Manager provides senior health, safety, and environmental leadership across Ramboll Americas’ EPC/EPCM project portfolio. The role supports safe delivery of complex engineering, procurement, construction management, commissioning, and turnover activities, and establishes consistent HSE governance while aligning contractors and project teams. It combines portfolio-level strategy with practical, field-based support across multiple concurrent projects.

The successful candidate will lead development and implementation of scalable HSE programs, advise Project Directors and EPC/EPCM leadership, guide HSE planning during proposals and contract negotiations, and clarify responsibilities across Ramboll, clients, contractors, subcontractors, and suppliers. The role also oversees contractor alignment, risk management and assurance, high-risk work controls, incident learning, regulatory compliance, safety culture, site visits, and consistent performance reporting.

This position has a remote option and requires regular travel to project locations. Applicants must already be authorized to work full-time in the United States; sponsorship is not available.

Requirements

• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field.
• At least 10 years of progressive on-site HSE leadership experience, including substantial large-scale EPC/EPCM project exposure.
• Strong background supporting multi-contractor, high-risk industrial construction environments.
• Demonstrated ability to influence without direct authority.
• Experience supporting construction management delivery models in which HSE performance is delivered through contractor execution and effective client/contractor interface management.
• Working knowledge of construction-phase HSE controls, contractor management, incident investigation, assurance, and regulatory compliance.
• Ability to travel regularly to project locations and engage effectively with field teams, project leadership, clients, and contractors.
• Strong communication, facilitation, and stakeholder management skills.
• Must be currently authorized to work in the United States on a full-time basis; sponsorship is unavailable.

Nice To Haves

• Professional certification such as CSP, CMIOSH, NEBOSH, CRSP, or equivalent.
• Experience with energy transition, power, renewables, industrial decarbonisation, chemicals, manufacturing, mining, or major infrastructure projects.
• Experience supporting owner’s EPC/EPCM models across multiple concurrent projects.
• International or remote project experience.

Responsibilities

• Lead development of a portfolio-wide HSE approach with consistent standards, scalable processes, and project-specific execution.
• Serve as the primary HSE advisor to Project Directors and EPC/EPCM leadership teams.
• Drive adoption of Ramboll’s HSE program and translate its expectations into practical project-level behaviours, controls, and leadership routines.
• Provide HSE guidance during proposals and contract negotiations, aligning client expectations and safety management conditions.
• Clarify HSE responsibilities and interfaces among Ramboll, clients, construction contractors, subcontractors, and suppliers.
• Define scalable HSE organization structures for nationwide, multi-project EPC/EPCM delivery.
• Establish HSE roles, responsibilities, interfaces, governance models, and standardized execution plans across engineering, procurement, construction, commissioning, and turnover.
• Set construction readiness expectations for contractor mobilisation, competency assurance, risk review, and field execution controls.
• Align HSE expectations and performance requirements across contractors, subcontractors, vendors, and third parties; lead onboarding, alignment sessions, audits, and recurring performance reviews.
• Embed HSE requirements into contracting strategies, procurement packages, bid documents, mobilisation plans, and contractor management processes.
• Help project teams translate Ramboll and client HSE requirements into practical field requirements for contractors and subcontractors.
• Provide governance and assurance over hazard identification, construction risk assessments, high-risk work reviews, and site controls.
• Review and challenge controls for high-risk activities, including lifting, electrical work, confined space entry, work at height, ground disturbance, energisation, commissioning, and simultaneous operations.
• Provide oversight, escalation support, and subject-matter input for high-potential or higher-severity incidents; ensure investigations are completed and lessons learned are shared across relevant projects.
• Conduct site visits, leadership engagements, and assurance reviews to verify HSE controls are effective, understood, and consistently applied.
• Demonstrate visible HSE leadership and coach project and contractor leaders to strengthen accountability, leading indicators, and proactive safety behaviours.
• Promote open communication, psychological safety, learning, and continuous improvement across the project portfolio.
• Oversee compliance with applicable HSE regulations, client requirements, and Ramboll standards; help translate requirements into controls and assurance activities.
• Represent Ramboll in client audits, regulatory inspections, and EPC/EPCM governance meetings, and ensure resulting actions are tracked, communicated, and closed.
• Establish consistent HSE performance reporting using leading and lagging indicators, and translate data into insights, actions, and recommendations for stakeholders.
