About The Position

The Oregon Bureau of Labor and Industries (BOLI) is offering a job rotation opportunity through 06/30/2027 for a Senior HR Business Partner (Human Resource Analyst 3). This position provides agency-wide expertise in human resources management, personnel administration, classification and compensation, organizational analysis, and employee and labor relations. It delivers comprehensive HR support across all BOLI divisions, including consultation on investigations, recruitment, workforce planning, performance management, and compliance with federal and state personnel laws. The Senior HR Business Partner serves as a trusted advisor by facilitating problem resolution, conducting investigations, preparing classification analyses, and assisting with policy development while maintaining strict confidentiality and professionalism. This rotation may be eligible for a hybrid work schedule, with occasional in-person requirements for meetings, trainings, investigations, and other operational needs. The selected employee may work from any BOLI office location. This recruitment may be used to fill additional vacancies as they occur. Requirements

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position.
  • OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.
  • OR Six year’s Human Resource experience related to the position. Four of the six years must have been at the professional level.
  • A master's degree in any of the above-mentioned courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.

  • Advanced knowledge of employee relations, personnel administration, and classification and compensation within a unionized and rules‑driven environment.
  • Expertise conducting workplace investigations, drafting investigative reports, preparing classification analyses, and interpreting federal/state personnel rules and collective bargaining agreements.
  • Proficiency in HRIS platforms, case management or investigation tracking systems, and data management tools used in HR operations.

Responsibilities

  • Provide a full range of HR management and personnel administration services to BOLI managers and employees, including guidance on collective bargaining agreements, federal and state personnel laws, rules, and policies.
  • Review, monitor, and administer personnel actions to ensure compliance with state rules, collective bargaining agreements, and agency policies related to recruitment, hiring, classification, compensation, employee leaves, and employment status.
  • Evaluate and develop personnel policy concepts; draft and revise agency policies to reflect new or updated contract language and legal requirements.
  • May participate in collective bargaining activities.
  • Conduct organizational and staffing assessments; analyze reporting relationships and position allocations; conduct desk audits; prepare classification analyses; and support divisions with Permanent Finance Package requests.
  • Advise and coach managers on corrective counseling and progressive discipline; work collaboratively with supervisors, employees, and union representatives to resolve workplace issues and grievances.
  • Conduct and coordinate investigations into misconduct, policy violations, discrimination, harassment, or other unlawful employment practices; prepare investigative reports, disciplinary recommendations, grievance responses, and related documentation.
  • Investigate external discrimination complaints (e.g., BOLI and EEOC); prepare position statements; and represent the agency in investigations or hearings when needed.
  • Support recruitment and workforce development by advising on outreach strategies, diversity goals, recruitment procedures, examination criteria, and selection processes; may serve on interview panels.
  • Participate in new employee and manager orientation; design and deliver training on HR topics that support effective leadership, communication, and employee performance.
