About The Position

The Senior Facilities Capital Projects Manager is responsible for managing over $2 million in capital projects for City of Englewood Facilities. The City owns and maintains over 300,000 square feet of municipal buildings, including a Civic Center, library, golf course club house, two recreation centers, a water treatment plant, operations and maintenance buildings, and a police station. The Facilities Team consists of a Facilities Manager, Facilities Maintenance Division (led by the Assistant Facilities Manager), Custodial Division (led by the Custodial Supervisor), and Capital Projects, led by this position. The incumbent will be responsible for managing the City’s tenant improvement process and furniture program, partnering with staff across facilities on annual maintenance closures and long-range facility needs, and planning for future facility needs.

Requirements

  • Bachelor’s Degree in Engineering, Architecture, or a related field.
  • Ability to pass the Federal Bureau of Investigation (FBI)’s Criminal Justice Information Services (CJIS) background check.
  • Three to five years of experience managing capital projects, preferably in a public setting.
  • Valid Colorado driver’s license and a clear or acceptable MVR.
  • Demonstrated knowledge in AutoCAD or similar software.
  • Demonstrated knowledge in Municipal building codes.
  • Demonstrated knowledge in Project management principles and policies.
  • Demonstrated knowledge in Customer service best practices and principles.
  • Demonstrated knowledge in Different types of capital projects, ranging from small projects to those involving building design.

  • Ability to use Microsoft Outlook, Word, and Excel.
  • Ability to enter data into a spreadsheet, track data in a spreadsheet, and compose and send emails with attachments.
  • Ability to use AutoCAD or similar software to develop and manage building plans.
  • Strong communication skills needed to interact with vendors and employees across facilities.
  • Project Coordination skills to manage complex, interdisciplinary projects ensuring on-time and on-budget delivery.

Responsibilities

  • Manages employees, including direct oversight of the Facilities Project Administrator and dotted line oversight of the Facilities Maintenance Apprentice for capital project scheduling and coordination.
  • Provides and supports training and development activities for team members.
  • Partners with the City’s Procurement Division to ensure compliance with procurement laws, policies, and regulations for Facilities capital projects.
  • Develops requests for proposals (RFPs), contracts, and other procurement instruments for assigned capital projects.
  • Prepares and manages change orders to existing projects as needed.
  • Oversees the City’s tenant improvement process, including communication and explanation to City employees, coordination of the tenant improvement committee meetings, and implementation of approved processes.
  • Oversees and manages the City’s furniture program.
  • Develops and manages capital construction projects, including scopes, feasibility studies, budget development, timelines, contract management, and construction review.
  • Partners with subject matter experts to ensure compliance with policies, laws, and regulations.
  • Provides project updates to the Facilities Manager and applicable City departments.
  • Coordinates annual maintenance closures for specific facilities.
  • Ensures contracted work is delivered on time and on budget.
  • Builds and maintains relationships with employees across City departments to ensure capital projects meet facility needs.
  • Conducts onsite inspections of contracted work as needed.
  • Partners with the Assistant Facilities Manager and Facilities Manager to ensure alignment of capital projects and maintenance work.
  • Implements processes and process improvements for quality assurance.
  • Coordinates and manages meetings with stakeholder departments to plan projects and understand their needs.
  • Oversees the operating budget for the Facilities Capital Projects Division, including tracking invoices and expenses.
  • Partners with the Facilities Manager on developing processes for tracking, managing, prioritizing, and overseeing budgeting for facilities capital projects.
  • Performs other duties as assigned and required.
