Senior Electromagnetic Spectrum Manager - EW&C

MAG Aerospace•Aberdeen Proving Ground, MD

About The Position

MAG Aerospace is seeking a Senior Spectrum Manager Subject Matter Expert to lead Dynamic Spectrum Access planning, coordination, and execution in support of PM EW&C and Army electromagnetic warfare modernization. As the program’s spectrum authority for Spectrum Core, the manager owns DD Form 1494 packages through the Operational stage, develops frequency proposals, and provides expertise during live EA, RFA, and ESC events. The role supports platform certification, fielding decisions, and CONOPS refinement by bridging acquisition, testing, and operational employment. It includes briefing senior leaders, supporting system integration at ATEC ranges and division headquarters, and helping ensure EW capabilities are employed safely, legally, and effectively. The position involves coordinating spectrum access and frequency authorizations with service-level, joint, federal, commercial, and supported-unit stakeholders. The manager provides live, laboratory-based, remote, and on-site support; advises program leadership on risks and constraints; and cross-trains systems integration personnel. AI tools may be used to assist with drafting, data parsing, summarization, and mission-packet preparation, with outputs validated and CUI kept out of public AI models. The position is contingent on the candidate meeting applicable physical and medical requirements and complying with relevant federal, state, and local requirements. Salary is $155,000–$195,000 annualized, with the amount determined by factors including location, qualifications, experience, and contract and organizational requirements. Full-time and part-time employees regularly working at least 30 hours per week are eligible for MAG’s Total Rewards programs; eligibility for some offerings may vary by hours worked.

Requirements

  • At least 12 years of federal or defense spectrum management experience, including hands-on authorship of frequency authorization documentation across all lifecycle stages, or prior military spectrum-manager experience supporting operational units using radiating systems.
  • Direct practical experience with Spectrum XXI and EL-CID, including ownership of submission workflows rather than observation-only participation.
  • Working knowledge of federal spectrum governance, including NTIA and FCC processes, equipment authorization pathways, and applicable defense spectrum policies for tactical, electronic warfare, and dual-use technologies.
  • Experience supporting operational units during TDY events and ability to work effectively in diverse environments, including remote or high-altitude domestic locations.
  • Strong written and verbal communication skills, including producing concise recommendations and briefing senior leaders without relying on extensive slide decks.
  • Ability to use AI tools appropriately for drafting, summarization, and data parsing, review outputs for accuracy, and avoid providing CUI to public AI systems.
  • B.S. in Engineering, or four years of military or other relevant experience substituted for the degree.
  • Active Secret clearance required.
  • Ability to meet physical and medical requirements as needed by the position and comply with applicable federal, state, and local requirements.

Nice To Haves

  • Experience with spectrum-management and electromagnetic-support tools used across federal agencies and defense organizations, including frequency coordination, equipment certification, and interference reporting platforms.
  • Background in EW deconfliction, PNT considerations, SDRs, SATCOM frequency planning, host-nation coordination, and JRFL processes.
  • Prior participation in cross-functional CEMA staff planning.
  • Prior support experience with government program offices, acquisition organizations, or defense research and engineering centers.
  • Experience working with operational units.
  • Active Top Secret clearance or ability to obtain one.
  • Familiarity with federal or interagency spectrum-coordination systems and experience reviewing or contributing to certification packages.

Responsibilities

  • Develop, submit, and manage frequency authorization documentation through required lifecycle stages, ensuring accuracy, compliance, and timely approvals.
  • Prepare and coordinate frequency proposals and spectrum access requests with service-level, joint, federal, commercial, and supported-unit spectrum stakeholders.
  • Provide live spectrum management support during test and operational events, including spectrum surveys, deconfliction, electromagnetic compatibility and interference assessments, and refinement of frequency plans and loadsets.
  • Process electronic attack and radiating-device authorization requests, track approval timelines, and identify ways to streamline workflows.
  • Maintain awareness of the electromagnetic environment for test events and field operations, ensuring required permissions, authorizations, and coordination are in place before activities begin.
  • Support host-nation and joint spectrum operations for activities outside the continental United States or involving multiple services.
  • Provide laboratory-based analysis, develop documentation, and create pre-positioned knowledge packages for operational units and upcoming rotations.
  • Provide remote or on-site reach-back support as required.
  • Advise program leadership on spectrum-related risks, schedule impacts, operational constraints, and recommended mitigations.
  • Cross-train systems integration personnel on foundational spectrum management concepts to support continuity and reduce single-point dependency.
  • Use AI tools responsibly for documentation drafting, spectrum-data parsing, reviewer-comment summaries, and mission packets; validate outputs and do not provide CUI to public AI models.
  • Brief senior leaders and support system integration at ATEC ranges and division headquarters.
