Senior Director for Healthcare Workforce

About The Position

This position has direct supervision of staff work on matters related to the Rural Health Transformation Program (RHT), inclusive of both RHT funding streams; day-to-day leadership of statewide program design and implementation; oversight of the subgrant application, review, and funding allocation process for rural community colleges; programmatic management and subrecipient monitoring; and continuous improvement of RHTP training, credentialing, and workforce outcomes across both funding streams. The Senior Director for Healthcare Workforce will serve as the senior statewide administrator for the Rural Health Transformation Program, overseeing both RHT funding streams and ensuring alignment of program design, implementation, and reporting across each. This role will direct the ongoing administration of the statewide RHT grant solicitation and subgrant process for community colleges meeting the definition of “rural,” including funding allocation methodology, priority program weighting, and base/incentive funding calculations. The position will oversee implementation of priority and eligible healthcare support worker training and credentialing programs funded through RHT, including maternal care and substance abuse pathway expansion, in coordination with participating community colleges. The Senior Director will also coordinate with the appropriate agency staff on administration of ICCB contracts and grants for special projects funded through RHT, including funding recommendations and budget oversight. Additionally, the role involves directing subrecipient monitoring, programmatic oversight, and compliance activities for all RHT-funded colleges across both funding streams, including review of quarterly and supplemental reports, exit survey data, and workforce outcome data submitted through MIS and related reporting systems. The position will facilitate, in conjunction with ICCB research and Analytic staff, data collection, validation, and reporting strategy for RHT, ensuring all CMS and HFS reporting requirements are met, including enrollment, completion, credential attainment, incumbent worker status, and employment outcomes data. The Senior Director will also direct the development and implementation of recruitment, retention, and sustainability strategies for RHT-funded programs, including wraparound student supports, accelerated learning models, employer partnerships, and strategies for integrating successful practices into ongoing institutional operations. This role will lead efforts to identify and address barriers to rural healthcare workforce development, including transportation, childcare, financial hardship, broadband access, and clinical placement capacity, in partnership with participating colleges. The Senior Director will serve as a liaison between internal departments, state agencies, and external partners to promote effective communication, collaboration, and alignment with organizational goals. They will act as the principal point of contact and liaison with the Illinois Department of Healthcare and Family Services (HFS) to ensure alignment across all Rural Health Transformation initiatives and subrecipients. The position will facilitate statewide partnerships with rural healthcare providers, public health organizations, EMS and behavioral health agencies, community health organizations, secondary education partners, healthcare associations, and apprenticeship intermediaries. The Senior Director will represent ICCB and community college healthcare workforce interests with other state agencies, committees, and programs related to rural healthcare and workforce development, and will develop and present relevant information to community college interest groups, healthcare partners, and state agency stakeholders at workshops, webinars, and conferences. This position is grant-funded and is contingent upon the continued availability of grant funding. Employment in this position is limited to the duration of the grant and may end if grant funding is reduced, discontinued, or expires.

Requirements

  • Bachelor's degree.
  • A total of three years in education, training and/or work experience in the areas of healthcare workforce development, healthcare education, instructional programs, instructional support services, or program evaluation at the postsecondary level.
  • At least two years in education, training and/or work experience in the area of grants management.
  • Supervisory experience.
