Senior Data Integration Developer-Healthcare

Allied Consultants, Inc.•Austin, TX

About The Position

Allied Consultants, Inc. is seeking an experienced Senior Data Integration Developer to support the Birth Defects Epidemiology and Surveillance Branch (BDESB). The role will provide needs assessment, programming automation, and system integration for electronic case reporting (eCR), data interoperability, and modernization activities for the Texas Birth Defects Registry (TBIRDS). The position will assess business requirements for ingesting electronic initial case reports (eICRs) into TBIRDS and auto-populating selected fields to expedite record abstraction. It will lead projects to automate branch processes, including clinical case review, and develop dashboards related to eCR implementation and data modernization. The contractor will work with program, epidemiology, and technical staff to identify and document programming solutions that reduce manual review, improve eCR data usability, and support electronic health data interoperability with existing surveillance systems and workflows. The position develops, tests, documents, and maintains programs using SAS, Python, R, or similar statistical software; integrates relevant eICR data into TBIRDS; and tests and validates automated workflows, standardization, linkage, and processing methods. It also documents system requirements, programming scripts, workflows, validation procedures, technical processes, limitations, and recommendations to support sustainability and future maintenance. This is a temporary Developer/Programmer Analyst III opportunity supporting the client’s registry modernization and interoperability initiatives.

Requirements

  • At least 8 years of experience developing, testing, maintaining, and troubleshooting SAS, Python, R, or similar programming-language scripts.
  • At least 8 years of experience with system integration, dashboard creation, and automation to improve interoperability workflows.
  • At least 8 years of experience working with structured or semi-structured health, public health, or other complex administrative data, and knowledge of databases and database querying.
  • At least 8 years of ability to develop reports documenting system requirements, identify programmatic and business needs, and translate them into technical solutions.
  • At least 8 years of experience testing and validating automated data-integration solutions.
  • At least 8 years of ability to document code and technical specifications for improved workflows and procedures.
  • At least 8 years of strong analytical and problem-solving skills, ability to communicate technical concepts to technical and nontechnical staff, and ability to work collaboratively with others.

Nice To Haves

  • At least 2 years of experience with electronic case reporting (eCR/eICR), Electronic Health Records or Health Information Exchange, healthcare interoperability standards such as HL7, XML, or FHIR, and SNOMED CT or other clinical terminology standards.
  • At least 2 years of experience with SQL and relational databases, public health surveillance systems or registries, data linkage and matching, and development of automated data pipelines or ETL processes.

Responsibilities

  • Conduct a needs assessment to identify the steps and business requirements for TBIRDS to ingest eICRs and auto-populate selected data fields.
  • Maintain documentation of programming scripts, workflows, validation procedures, developed solutions, and integration-specific information.
  • Develop a report or system requirements document describing functions and workflows needed for TBIRDS interoperability.
  • Develop, test, document, and maintain SAS, Python, R, or similar statistical software programs for branch processes, including dashboards.
  • Automate and integrate relevant eICR data into TBIRDS to expedite processes such as case triage for clinical review and data ingestion.
  • Test and validate automated workflow processes, standardization, linkage, and processing methods for accuracy, completeness, and reliability.
  • Troubleshoot identified issues and refine programming solutions.
  • Support incorporation of electronic health data into existing registry workflows and assist with needs assessment and planning for eICR integration and other interoperability initiatives.
  • Collaborate with BDESB staff and technical partners to identify data and system requirements, document technical processes, identify limitations, and recommend future interoperability projects.
