About The Position

WSP is seeking a Senior Construction Project Manager, Federal Programs. This role has the potential to work out of either Richmond, VA or Virginia Beach, VA. The position involves business development, pre-construction phase activities, and construction phase management. The candidate will be responsible for maintaining client relationships, identifying opportunities, supporting contract negotiations, and networking within the industry. In the pre-construction phase, responsibilities include site selection, feasibility analysis, constructability reviews, budget development, project planning, and coordinating with consultants. During the construction phase, the role entails risk management, implementing PMIS systems, monitoring progress, managing changes, overseeing quality and safety, reviewing documentation, facilitating communication, conducting site visits, analyzing project data, and making recommendations for scope adjustments. The role also requires ethical decision-making and adherence to WSP's Code of Conduct.

Requirements

  • Bachelor’s degree in engineering, Construction Management or equivalent experience
  • 12+ years of relevant construction experience
  • Demonstrated successful relationships with clients in a business development and project situation.
  • A demonstrated ability to read and completely understand contract documents
  • Deep understanding of construction practices, building codes, and project delivery methods
  • Strong analytical and problem-solving skills
  • Excellent communication and interpersonal skills to effectively collaborate with diverse stakeholders
  • Proven experience in construction management, preferably with a focus on owner representation
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies

Nice To Haves

  • Professional Engineer (PE) / Licensed Civil Engineer or Certified Construction Manager (CCM) preferred.
  • Ability to obtain a US government security clearance.

Responsibilities

  • Maintain ongoing relationships with existing clients to foster repeat business and referrals.
  • Monitor local and regional construction projects for potential opportunities.
  • Support contract negotiations with clients to reach mutually beneficial agreements.
  • Network with industry professionals at conferences, events, and through professional associations.
  • Support Proposal Preparation Efforts.
  • Attend Meetings and Related Industry Event as Needed.
  • Assist in site selection and feasibility analysis.
  • Conduct constructability reviews of design documents.
  • Coordinate cost estimating and budget development efforts by our Estimating Team.
  • Lead project planning and schedule preparation effort and coordinate with project controls team.
  • Support client during project procurement phase and contractor selection.
  • Coordinate with architects, engineers, and other consultants, in-house and outside consultants.
  • Identify and manage potential risks, mitigate or minimize.
  • Spearhead the implementation of a PMIS system for the client.
  • Monitor project progress against schedule and budget.
  • Manage project change and recommend actions.
  • Oversee quality control and safety compliance.
  • Reviews project activities with client, designer, and contractor’s field supervision resolving any issues.
  • Oversees materials testing activities.
  • Review daily inspection reports and other project documentation.
  • Facilitate communication between the owner, design team, and contractors.
  • Conduct regular site visits and progress meetings.
  • Analyze project data to identify cost-savings opportunities.
  • Provide recommendations for project scope adjustments as needed.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.
