About The Position

Cascade Management, Inc. is seeking a Senior Community Manager to oversee the day-to-day operations, physical asset, and financial performance of assigned properties. This role involves coordinating business operations, leasing, collections, marketing, resident services, maintenance, risk management, expense control, reporting, and ensuring compliance with laws and company policies. The Senior Community Manager is responsible for hiring, supervising, and motivating on-site staff, and ensuring compliance with the Oregon Residential Landlord & Tenant Act and other regulations. Requirements

  • High school diploma or general education degree (GED).
  • 3+ years of Community Management experience with 150 units or more required.
  • 2+ years with experience in multiple properties in a management position equivalent required.
  • 2+ years of proven increased responsibility and staff oversight required.
  • 3+ years of Tax Credit, HUD and/or affordable housing experience required.
  • Valid Driver’s License and insurance is required.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to operate basic office equipment such as telephones, 10 key, scanner/photocopier, and fax machine.
  • Microsoft Office Suite proficiency with significant experience in Excel, Word, and Outlook Calendaring.
  • Regular and reliable attendance during scheduled hours.

Responsibilities

  • Oversee day-to-day operations, physical asset, and maximize financial returns of assigned property.
  • Coordinate business operations of HUD/RD or Tax Credit properties, including leasing, collections, marketing, resident services, maintenance, risk management, expense control, information reporting, and compliance.
  • Ensure staff compliance with company policies and procedures.
  • Hire, supervise, and motivate all on-site staff, and make recommendations for disciplinary action and development.
  • Comply with the Oregon Residential Landlord & Tenant Act and all other governmental laws and regulations.
  • Implement Cascade Management Inc.’s policies and procedures.
  • Show apartments, accept applications, and screen applicants (verifying and certifying resident income for eligibility).
  • Complete resident move-in sheets and ensure utility transfers.
  • Explain rental agreements and residency policies to residents.
  • Maintain waiting list files and files of removed/rejected applicants.
  • Develop, plan, and implement resident retention strategies and recommend improvements to marketing and leasing programs.
  • Complete guest cards for prospects and follow up within 24 hours.
  • Review newspaper advertising for accuracy and ensure the ad program is current.
  • Visit competitive properties and assist in preparing market surveys.
  • Review rental applications for criminal and credit background history and lease forms for accuracy and compliance.
  • Respond to resident inquiries, complaints, and concerns promptly.
  • Respond to maintenance needs and work order requests promptly.
  • Implement rent collection program.
  • Handle resident evictions and prepare appropriate notices.
  • Supervise and implement move-in and move-out procedures.
  • Enforce apartment community rules and regulations.
  • Maintain a pleasant and helpful manner, knowing resident information.
  • Notify residents of Rental Assistance when assigned.
  • Perform regular and daily property inspections to ensure visual appeal and maintain hazard-free conditions.
  • Inspect buildings and grounds for cleanliness and alert maintenance to repairs.
  • Establish a schedule for emergency maintenance personnel.
  • Make regular follow-up inspections on maintenance work.
  • Make-ready all vacant apartment units within the expected timeline.
  • Make recommendations for physical repairs, replacements, and/or improvements.
  • Schedule apartment turnover and maintain apartments at acceptable levels of rent-readiness.
  • Collect rents, maintain and reconcile petty cash, ensure proper accounting of monies collected, and make deposits timely.
  • Log and collect late charges, NSF, and other charges.
  • Deliver rent increase notices to residents.
  • Properly execute journal receipts for monies collected.
  • Maintain accurate accounting records.
  • Assist in the preparation of the budget, monthly variance reports, and approval of invoices.
  • Assist in preparing inventory of all equipment and supplies.
  • Report and approve timecards for accurate payroll information.
  • Request pre-approvals for overtime pay from Portfolio Manager.
  • Suggest budget recommendations and submit to Portfolio Manager for review.
  • Maintain property files and records.
  • Prepare weekly reports for Portfolio Manager's review.
  • Supervise the handling of any emergency that may arise on-site.
  • Assist in reviewing market rents, monitor delinquencies, NSF, and bad debt procedures.
  • Communicate all problems and make recommendations to Portfolio Manager.
  • Implement effective time management.
  • Provide satisfactory documentation to ensure fair and timely resolution of disputes.
  • Demonstrate leadership and promote professionalism through appearance, attitude, and communication skills.
  • Keep rental office clean, neat, and organized.
  • Ensure compliance with applicable federal and state regulations.
  • Travel as required for in-person classes and annual education conferences.
  • Perform other duties as assigned.
  • Maintain regular and reliable attendance during scheduled hours.
