This is an independent level professional Program Management position in the School Health Program for the Department of Health in Orange County. This position is under the direct supervision of the Director of Community Health Promotions Division. This position is responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and having the authority for hiring and taking disciplinary actions or effectively recommending such actions. This position is responsible for the overall management and administrative operations in the DOH- Orange School Health Program. This position spends majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. Additional responsibilities include but are not limited to directing the coordination of health screenings in the Orange County Public Comprehensive and Full Service Schools, health and appropriate referrals for follow-up, ensuring the delivery and monitoring of health education classes according to approved curriculum, ensure utilization of quality improvement activities to enhance the quality of School Health, promote consumer satisfaction and achieve positive outcomes by coordinating and evaluating the provision of all services. This position will interact with Division Directors, Director of Nursing, Medical Director, Orange County Public School District Officials, community partners and internal partners. Provide administrative program management duties in the School Health Program and serve as the lead for development, implementation, and evaluation of School Health practices in DOH-Orange. Coordinates the planning and implementation of program objectives and activities including but not limited to representing the School Health Program in local, state, and national meetings. Orchestrates the completion and ensures deadlines for required reports are met. Provides leadership through active communication, motivation, training, and evaluates employees. Initiates hiring vacant School Health positions as required. Plans for employees’ school year’s workload, school assignments, work objectives, and deadlines with employees. Plans provide guidance and direct employees’ work ensuring specific goals and performance standards are met within the required specified time frame. Monitors employees work regularly; conducts site visits, reviews records of services provided and reviews performance measures. Ensures all employees document all school health activities (Employee Activity Record’s /EAR) in the Health Management System (HMS) and maintains all required documents in an adequate format, filing and following storage procedures. Maintains vacation and work schedules to ensure proper coverage and completes People First timesheets. Ensure all staff complete required training courses and offer additional growth and development training opportunities. Develops annual budget and monitors expenditures in alignment with submitted proposed budget. Educates and orients employees to general policies, and program procedures. Ensures all employees adhere to established policies and protocols are maintained and followed. Communicate with employees on a regular basis through staff meetings, one on one conferences, and via emails as needed. Advise and counsels staff regarding professional growth and education opportunities. Implement employee individual development plans accordingly. Mentors’ employees and maintains documentation. Conducts employee quarterly and annual performance reviews and implements corrective action plans when necessary. Advises and Counsels employees regarding work performance and take disciplinary actions. Recognizes employees’ performance. Recruits, interviews, and selects staff in hiring process. Actively assists with planning and participation of community immunization events and other community activities. Assists in finding solutions and making recommendations to resolve issues and problems presented within the School Health programs. Maintains vaccine accountability to include temperature controls and data loggers as needed. Assists with ordering supplies for the school year. Reviews and monitors staff activities and reports, in meeting the mandated immunization and screening rates. Monitor school health room review and documentation of findings. Provides medication administration training as necessary. Actively participates in the implementation of the School Health Plan and the summarization of data for the School Health Annual Report. Assist with updates of program guidelines, protocols, standing orders, and procedures for the provision of school health services. Facilitates the collection and compilation of data for State and Federal Evaluators as needed as well as other programmatic required reports. Participates and assists in the development of programmatic strategic plan and program budget. Ensures all program documentation is completed in a timely fashion, this includes time sheets, EAR, reports, and travel. Attend all meetings, mandatory training, and conferences as required. Actively participates in Quality Improvement projects/activities and Population Health Competencies educational opportunities. Maintains open communication with persons outside the organization representing the organization to the public and other external sources. Meets with other program management staff to resolve inter-agency issues as needed. Participates in organization’s overall satisfaction response. Provides nursing support as needed at outreach/awareness and incident response events within the community to include mass immunization, emergency response activities, and community health engagements. Nursing support may be required outside of normal business hours to accommodate community needs during evening and weekends hours. Demonstrates knowledge of appropriate nursing skills identified in the Nursing Competency Checklist. Performs other related duties as assigned to support the mission of the Florida Department of Health in Orange County. Performs other related duties as required.
