About The Position
The County of San Diego is seeking a Senior Civil Engineer for its Planning & Development Services (PDS) department. PDS is responsible for long-range land use planning, zoning, and ensuring compliance with building codes and local amendments. This role involves reviewing construction drawings and calculations for new projects and alterations, ensuring compliance with the California Building Code. The Senior Civil Engineer will work with design professionals and homeowners in a customer service-oriented approach to plan review and approval. This is a supervisory position leading a team of Civil Engineers, Assistant Engineers, and Electrical Mechanical & Plumbing Specialists (EPM) who review plans and work at public counters. The position will mentor and guide reviewers, handle complex projects, and provide second opinions on code-related questions. The department is located at the County Operations Center in Kearney Mesa, which includes an employee gym/workout center and free parking.
Requirements
- Current registration by the State of California as a Professional Engineer
- Two (2) years of post-registration experience performing professional civil or structural engineering work; OR Two (2) years of experience as a Civil Engineer with the County of San Diego.

Responsibilities
- Reviewing structural, architectural, mechanical, electrical, and plumbing plans
- Reviewing Title 24 energy compliance and testing
- Reviewing standard stormwater designs
- Replying to customer emails and phone calls
- Providing a second opinion for customers that have concerns about the applicability of the Building Code as it applies to their project
- Leading a small team of Civil Engineers, Assistant Engineers, and Electrical Mechanical & Plumbing Specialists (EPM)
- Mentoring and guiding reviewers
- Reviewing complex projects
- Providing second opinions for applicants when there is a code related question
