About The Position

The purpose of this position is to manage the clinical and/or social services activities of participants of the assigned Accountability Court (Treatment and Accountability Court, Felony Drug Court, Veterans Treatment Court, Family Treatment Court, DUI/Drug Court). This position acts as liaison with participants and their treatment providers, social service agencies, and other organizations. Duties and responsibilities include, but are not limited to, providing intensive case management services to Court participants; working with treatment providers to develop a comprehensive treatment plan consisting of integrated mental health and substance use treatment services based upon individual needs; managing the individual cases of Court participants and maintaining case files that capture relevant data in accordance with the Standards for Georgia Accountability Courts and the Council of Accountability Court Judges; supervising participants in their effort to complete their assigned program; ensuring the participant under the coordinator's supervision are closely monitored for eventual success in the program; and performing additional tasks as assigned.

Requirements

• Bachelors degree in psychology, social services or related area and minimum of two years in a legal, clinical or case management setting required or any equivalent combination of education, training, and experience which provides the requisite knowledge skills, and abilities for this position.
• Must have a valid driver's license.
• Knowledge of the policies, procedures, and activities of the Athens-Clarke County Courts and the Accountability Courts as they pertain to the performance of duties relating to the position.
• Knowledge of psychiatric treatments, medication, and co-occurring mental health and substance abuse diagnoses for the mentally ill.
• Knowledge of the terminology used within the department.
• Knowledge of word processing, spreadsheet, and database software.
• Knowledge of federal, state and local laws and/or ordinances related to the work release, alternative incarceration of offenders, or incarceration of offenders.
• Knowledge and application of the principles and dynamics of Evidence Based Practices in Community and Residential Corrections.
• Knowledge of counseling and evaluation of persons, record-keeping systems, and corrections/security procedures.
• Skill to deliver tasks associated with position, such as interpersonal communications, observation of behavior of individuals, interviewing and vocational assessment.
• Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
• Ability to communicate effectively with supervisors, and other staff members.
• Ability to use independent judgment in routine and non-routine situations.
• Ability to perform mathematical calculations.
• Ability to plan, organize and/or prioritize daily assignments and work activities.
• Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
• Ability to comprehend and apply regulations and procedures of the department.
• Ability to read, write and perform mathematical calculations.

Nice To Haves

• Masters degree preferred.
• Supervisory experience is preferred.
• Licensure or certification in clinical, substance abuse, or court management field preferred.

Responsibilities

• Acts as case manager for connecting participants to treatment, social services, public benefits and other wrap-around services.
• May also provide treatment and other community referrals at the request of judges.
• Conducts initial assessments and completes steps required in evaluating new participants if the Court Coordinator is not available or assigns duty.
• Develops and maintains network of referral and community relations related to the treatment of Court participants.
• Attends and participates in all weekly status review meetings and court sessions and compiles weekly updates on court participants to provide to the court team during the weekly team meeting; reports violations, progress and clinical recommendations for treatment.
• Responsible for developing goals, strategies, and objectives related to the individual treatment plans of Court participants.
• Conducts evidence-based group therapy sessions to meet identified needs of participant population.
• Demonstrates a thorough knowledge of counseling theory and techniques.
• Develops and implements appropriate therapeutic activities and/or programs.
• Addresses issues identified in the individualized service plan and focuses on adjustment problems that occur at the workplace, home, school, or family as appropriate.
• Demonstrates a thorough knowledge of the group process and provides psycho-educational instruction in areas such as social skills, communication skills, parenting skills, mental illness management, and relapse prevention.
• Provides coordinated treatment for both mental illness and substance use disorders and possesses a thorough knowledge of mental illness/substance abuse/developmental disabilities.
• Maintains participants' files in the State-approved case management database and assists with the collection of statutorily mandated data points to ensure compliance and to capture the structure and goals of the Accountability Court.
• Ensures compliance with federal, state and locals laws and county codes.
• Answers telephone, records and distributes messages, and assists the general public with issues related to the Accountability Court.
• Performs various routine clerical duties such as filing, copying, and sending faxes, etc.
• Assists with training and informational sessions for law enforcement, probation officers, attorneys and others on the terms of participation, program requirements and common issues and signs of mental illness.
• Provide needs assessment services to participants to determine necessary social services required by participants including, but not limited to, health and life skills training, housing, job readiness, personal financial management, and educational enrollment.
• May act as a designated third party representative or similar role for participants to assist in their applications for Social Security disability or similar services.
• Makes appropriate referrals and documents referrals for outside services.
• Provides specialized services (e.g. activity therapy, alumni group, job readiness programs, etc.) as necessary.
• Provides on-going contact with program participants to ensure compliance with mandated treatment and court requirements; follows up on drug screens, community service, treatment, attendance, adherence to medication, and reports from service providers.
• Maintains strict confidentiality of sensitive materials and information at all times.
• Assist participants with preparing for transition out of the court program after their graduation.
• May perform home visits and site visits to clients.
• Participates in drug and alcohol training and testing in order to provide proper supervision.
• Monitors and documents participants’ compliance with program and court requirements and provides a weekly report to the team on the participants’ overall status and progress (includes reporting on program violations, fine and fee payment, drug screens, performance of community service, completion of courses, evaluations, counseling and treatment programs, etc.).
• Assists with establishing appropriate location for any community service requirements for participants.
• May be required to provide direct individual counseling for participants.
• Appears in court to make recommendations regarding further action on cases; may be involved in making recommendations to the court.
• Performs other related duties as assigned.
