About The Position

The Senior Business Analyst leads requirements discovery, refinement, and validation activities across the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Services (PDS), Benefits and Memorials (BAM), Memorial and Benefit Services (MBS) product line to deliver secure, reliable, and effective Information Technology (IT) solutions that support the Department’s mission.

Requirements

  • Bachelor’s Degree in computer science or an IT-related degree with 6 - 10 years’ experience
  • Experience conducting HCD activities, including user interviews, usability validation, and story collaboration.
  • Experience supporting PI Planning, strategic planning, backlog grooming, sprint planning, and KPI development.
  • Experience performing requirement estimation, dependency mapping, complexity scoring, and regression impact analysis.
  • Experience documenting requirements in enterprise repository tools (e.g., Jira, GitHub, Confluence).
  • Experience working with cross-functional teams (Product, Architecture, Testing, Integration, System Teams
  • Requirements elicitation/elaboration; epics/stories; acceptance criteria; business-process modeling; backlog; dependency analysis; UAT/HCD

Responsibilities

  • Serves as a key facilitator between business stakeholders, Product Owners, Agile teams, and end users—ensuring requirements are clear, testable, strategically aligned, and ready for execution and leads Human‑Centered Design (HCD) engagements, supports PI Planning, intake processes, and KPI/baseline development.
  • Gather, refine, and elaborate functional and non-functional requirements
  • Produce user stories, acceptance criteria, backlog prioritization inputs, and KPI definitions.
  • Maintain alignment and traceability between requirements, dependencies, acceptance criteria, and Definition of Done
  • Perform analysis of size, complexity, dependencies, cost impacts, regression implications, and cross-matrixed effects
  • Conduct HCD sessions, user interviews, user story collaboration, usability testing, and user training feedback activities to ensure optimal feature design.
  • Ensure user stories reflect validated user needs and clear acceptance criteria supporting definitive testing
  • Contribute to Sprint Plans and help document deliverables required during the PI.
  • Facilitate requirement intake, dependency identification, and estimation of work complexity
  • Produce user stories, acceptance criteria, backlog prioritization, and KPI definitions.
  • Support PI Planning, Intake Review Boards, and strategic planning alignment.
  • Create Sprint Plans and contribute to PI artifacts.
