About The Position

GDC IT Solutions is seeking a Senior Business Analyst to support the three-year modernization of the Pennsylvania Public Utility Commission’s (PA PUC) CAI application, which is used to resolve public complaints involving utility companies. The role is hybrid, with two days per week on-site at the PA PUC. The analyst will gather and document requirements, identify process and system improvements, translate business needs into user stories and acceptance criteria, and support testing and delivery of the modernized solution while ensuring key existing functionality is retained. The Senior Business Analyst will collaborate with business subject matter experts and technical delivery team members, including the Product Manager, Product Owner, Data Modeler, and Developers. The role also supports change management, user adoption, and training, and ensures alignment with Commonwealth and PA PUC standards for security, accessibility (including WCAG), data privacy, and compliance.

Requirements

Extensive experience as a Business Analyst supporting requirements gathering, business process analysis, system design, and testing.
Strong experience working with business stakeholders and subject matter experts to identify requirements and recommend system and process improvements.
Demonstrated experience translating business requirements into detailed user stories and acceptance criteria for technical delivery teams.
Strong testing experience, including validating system functionality and verifying that implemented changes meet business requirements.
Experience documenting and prioritizing requirements while maintaining traceability to applicable business, legislative, or policy requirements.
Ability to work effectively both independently and as part of a cross-functional team.
Strong written and verbal communication skills, including the ability to document recommendations and discuss requirements with business and technical stakeholders.
Experience supporting large-scale application modernization or transformation initiatives.
Experience with complex applications where existing functionality must be assessed, retained, and migrated to a modernized solution.
Experience working with Product Managers, Product Owners, Data Modelers, Developers, and other technical delivery team members.
Experience supporting change management, user adoption, and training during system modernization.
Experience working with security, accessibility, data privacy, and regulatory or compliance requirements, including WCAG standards.
Experience working within government, public utility, or other highly regulated environments.

Responsibilities

Document existing CAI application requirements and verify that key functionality is accounted for and migrated to the modernized solution.
Work with business unit subject matter experts to identify process improvements, recommend system enhancements, and propose new features that provide business value.
Prioritize requirements and link them to relevant legislative and policy requirements.
Translate business requirements into user stories and define acceptance criteria in collaboration with the Product Manager.
Communicate and clarify business requirements with technical delivery team members, including the Product Manager, Data Modeler, Developers, and Product Owner.
Assist in evaluating technical approaches, including potential platform, architecture, and integration decisions, as needed.
Test system functionality to verify the accuracy and completeness of changes and confirm requirements are implemented.
Identify project risks, dependencies, and impediments and communicate recommendations for resolution.
Support change management, user adoption, and training related to the modernized solution.
Ensure the product aligns with Commonwealth and PA PUC standards for security, accessibility including WCAG, data privacy, and compliance.
Provide regular status updates, findings, and recommendations to IT leadership and business sponsors.
