About The Position

QinetiQ US is seeking a Senior Budget Analyst/Program Controller to support a Department of War Client in Chantilly, VA. The candidate will provide financial management and program execution support to a fast-paced DoD Research & Development (R&D) office. The Budget Analyst will support the Program Manager in overseeing strategy and financial execution across a portfolio of projects. This role emphasizes budget planning, funds execution tracking, PPBE-informed analysis, and integration of financial planning with program schedules and execution activities. The ideal candidate brings strong DoD financial management experience, understanding of appropriations, and the ability to translate financial and programmatic data into actionable insights to support leadership investment decisions and program delivery. This role emphasizes the integration of financial data with technical program milestones to provide leadership with actionable insights for investment decisions, risk mitigation, and effective program execution.

Requirements

  • Bachelor's degree in finance, accounting, mathematics or similar area
  • Active TS/SCI security clearance
  • 10+ years supporting DoW operations and/or programs
  • Skills in PowerBI and/or MS Project (tracking, analyzing, projecting, and visualizing funding/execution)
  • Able to work full-time in a Chantilly VA office within SCIF/SAPF spaces

Nice To Haves

  • Familiarity with classified budgets and accounting systems/practices
  • Masters degree in finance, account, mathematics, business or similar area
  • Certified Public Accountant, or Chartered financial analysts certificates desired but not required

Responsibilities

  • Provide program control and financial management expertise to support a fast-paced DoW Research & Development (R&D) office.
  • Support the Program Manager in overseeing budget formulation, financial execution, and resource tracking for complex development and prototyping efforts.
  • Lead program control activities, developing and managing comprehensive financial execution plans, spend plans, and budget baselines.
  • Monitor contract funding status, track obligations and disbursements, and perform financial variance analysis to identify and resolve shortfalls.
  • Analyze contractor cost reports and schedule performance metrics (e.g., Earned Value Management) to assess overall program health and forecast estimates at completion.
  • Support the development of budget justification documentation, funding execution documents, and inputs for the Program Objective Memorandum (POM) cycle.
  • Participate in project reviews, assess financial and schedule contract deliverables (CDRLs), and coordinate with technical review boards on decisions with broad program impact.
  • Maintain cognizance of the program's adherence to financial and acquisition processes in the development, production, and test of system-level and sub-system products.
  • Maintain cognizance over program control activities within project sub-IPTs and ensure horizontal integration of financial practices across the project.
  • Review Vendor Integrated Master Schedules (IMS) to ensure product plans align with financial outlays and overall project schedule constraints.
  • Work with the Program Management team and chief engineer to understand priorities and drive project execution in alignment with those priorities.
  • Develop presentations, recommendations, and written communications to explain financial status, program health, and resource allocations to program management and all stakeholders.
