About The Position

SAIC is seeking a highly skilled Program/Budget Analyst (SETA) to provide financial and programmatic support to a U.S. Government customer. This role involves comprehensive oversight of cost, schedule, and performance to ensure alignment with mission goals and strategic objectives. The ideal candidate will leverage their expertise to drive resource planning, execution, and analysis, ensuring optimal allocation and utilization of financial resources in support of mission-critical programs. This role includes leading efforts to develop and manage long-term budget plans, facilitating multi-year budget submissions (e.g., CBJB/IPBS/CBP), creating execution justifications, and capturing and analyzing unfunded requirements (UFRs). The selected candidate will conduct impact analyses to evaluate resource shortfalls and provide detailed recommendations to mitigate risks and sustain critical operations. As a trusted Strategic Advisor, the Program/Budget Analyst will partner with government stakeholders to facilitate sound financial decision-making. The candidate will deliver actionable insights and practical solutions to optimize budget usage, address challenges, and prioritize funding requirements to sustain and enable mission success.

Responsibilities

  • Develop, track, and maintain multi-year budget forecasts to ensure alignment with mission priorities and resource strategies.
  • Monitor and advise on cost, schedule, and performance baselines, leveraging Earned Value Management (EVM) principles to evaluate budget execution and identify variances.
  • Provide execution justifications that effectively address financial performance, funding changes, and associated impacts.
  • Deliver periodic cost and performance analyses, ensuring recommendations align with strategic goals.
  • Create detailed financial documentation, including spending plans, program change requests, and briefings, and facilitate reviews with stakeholders to secure buy-in.
  • Identify, track, and document unfunded requirements (UFRs), including developing robust cost estimates and priority recommendations based on mission needs.
  • Evaluate resource gaps and assist in identifying and implementing mitigation strategies to address critical funding shortfalls.
  • Provide thoughtful analysis and structured recommendations to reprioritize resources or advocate for increased funding to resolve UFRs.
  • Conduct impact assessments to analyze the downstream effects of funding adjustments on program delivery, resource availability, and mission timelines.
  • Collaborate with program managers and technical leads to anticipate resource risks and develop mitigation plans for constrained funding scenarios.
  • Measure program performance against planned objectives and optimize resources for maximum efficiency and effectiveness.
  • Utilize EVM concepts and metrics (e.g., CPI, SPI, BAC, and EAC) to understand and communicate budget health to stakeholders and decision-makers.
  • Serve as a trusted financial and programmatic advisor to government stakeholders, fostering alignment between mission requirements and financial strategies.
  • Compile and analyze execution data to prepare detailed reports, white papers, and presentations for senior leadership and external partners.
  • Facilitate compliance with federal funding requirements, ensuring organization-wide adherence to guidelines governing fiscal management, accounting, and reporting.
