About The Position

The Department of Design and Construction’s Engineering Audit Office seeks a Senior Auditor to audit partial, substantial, final, and retainage payment requisitions for construction, equipment, and related consultant-services contracts, in accordance with Comptroller Directives No. 2, 6, and 7. The role includes conducting field visits to verify the quantity and quality of completed work and determine whether payment requisitions appropriately value work performed satisfactorily. The Senior Auditor prepares comprehensive audit reports supporting approval, adjustment, or rejection of requisitions. The position reviews change orders over $25,000 and $50,000 for validity and cost reasonableness, respectively. This involves checking cost estimates, original contract agreements, and applicable City regulations, then recommending approval or rejection with reasons and conditions. The Senior Auditor must become familiar with audited contracts and applicable Comptroller directives, OMB CS-29D, and specified sections of the Procurement Policy Board rules. Payment audits must be completed in accordance with prompt-payment objectives, applicable rules and directives, and DDC’s standard contractor-payment processing times. The role also performs final reviews of prices, reimbursable costs, technical trade labor rates, multipliers, overhead factors, and related documents to assess the validity and reasonableness of contract changes. Field inspections verify work quality and progress sufficient to warrant the requested payment. The Senior Auditor assists other auditors by providing guidance on auditing principles and issues that arise. The work location is 30-30 Thomson Avenue, Long Island City, NY 11101. Applicants must be permanent in the Associate Project Manager title or reachable on DDC’s promotional list for exam #3573 or open-competitive list for exam #3110. Applicants must include a Notice of Results or indicate permanent status in the title. Candidates who do not meet these civil service criteria will not be considered for interview. Applications must be submitted through NYC Government Jobs; applications are not accepted through ESS, email, mail, or fax. Educational credentials must be from a U.S. Department of Education-recognized accredited institution. Foreign credentials require independent equivalency verification from an approved evaluation service.
