About The Position

The Department of Design and Construction’s Engineering Audit Office seeks a Senior Auditor to audit partial, substantial, final, and retainage payment requisitions for construction, equipment, and related consultant services contracts. Audits must comply with Comptroller Directives Nos. 2, 6, and 7. The role includes field visits to verify the quantity and quality of work and determine whether payment requisitions reflect the appropriate value of satisfactorily completed work, as well as writing comprehensive reports supporting approval, adjustment, or rejection of requisitions. The Senior Auditor reviews qualifying change orders for validity and cost reasonableness, examines prices and related costs and rates, and performs field inspections to confirm work quality and progress. The role also involves becoming familiar with applicable contracts, directives, rules, and procedures; completing audits within required payment-processing time frames; and assisting auditors with guidance on auditing principles and related issues. Applicants must satisfy the stated civil service eligibility criteria: permanent status in the Associate Project Manager title, or reachability on the specified DDC promotional or open-competitive list. Applicants must provide a Notice of Results or indicate permanent title status. Educational credentials must be from a U.S. Department of Education-recognized accredited institution; foreign credentials require independent equivalency verification from an approved evaluation service.

Requirements

  • Must be permanent in the Associate Project Manager title, or reachable on DDC promotional exam list #3573 or open-competitive exam list #3110.
  • Applicants must include a copy of their Notice of Results or indicate that they are permanent in the title.
  • Educational credentials must be from a U.S. Department of Education-recognized accredited institution; foreign credentials require independent equivalency verification from an approved evaluation service.
  • The included Associate Project Manager qualifications require supervisory experience and specified education and/or experience in project management work on engineering, architectural, or landscape architectural projects, or supervision of qualifying construction projects. The posting also lists additional supervisory or project-manager experience requirements for higher assignment levels.

Responsibilities

  • Conduct field visits to verify the quantity and quality of work performed and whether payment requisitions represent an appropriate value for satisfactorily completed work.
  • Write comprehensive audit reports that justify approval, adjustment, or rejection of payment requisitions.

  • Complete payment audits in accordance with prompt-payment objectives, PPB Rule Section 6.07, ODC Directive No. 67, and DDC standard processing times for contractor payments.
  • Review prices, reimbursable costs, technical trade labor rates, multipliers, overhead factors, and related documents to assess the validity and reasonableness of contract changes.
  • Perform field inspections to verify work quality and progress sufficient to warrant payment.
  • Assist auditors by providing guidance on key auditing principles and other issues.
